  • 5/7 - In a developmental capacity, performs in-processing and out-processing services.
  • 5/7 - Performs developmental work/tasks in support of recruitment activities.
  • 5/7 - Under the guidance of the supervisor or a higher-graded specialist, uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.
  • 6/7 - In a developmental capacity, performs functions involved with the DOD Priority Placement Program (PPP) and other special hiring programs.
  • 6/7 - Under the guidance of the supervisor or a higher-graded specialist, monitors the Automated Security Clearance Approval System (ASCAS).
  • 6/7 - Participates in a variety of recruitment and placement support duties.
  • 6/7 - Under the guidance of the supervisor or a higher-graded specialist, uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc.
  • 7 - Performs the full range of tasks in filling positions.
  • 7 - Performs functions involved with the DOD Priority Placement Program (PPP) and other special hiring programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes providing human resources assistance related to recruitment and placement in support of HR specialists; providing support to the organization and servicing installation by processing and maintaining an assortment of personnel actions using a variety of databases.

OR
EDUCATION:
Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of official transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes performing administrative and limited technical work in support of internal and external staffing programs; providing human resources assistance related to recruitment and placement in support of HR specialist; providing support to the organization and servicing installation by processing and maintaining an assortment of personnel actions using a variety of databases.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes providing a variety of technical recruitment and placement support work for the internal/external staffing program using independence in filling a variety of lower-grade clerical, administrative, technician and semi-skilled wage grade positions and processing basic non-competitive actions. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-5/7:
1. Knowledge of a standardized body of recruitment and placement operations, procedures, and terminology to process personnel actions and to assist in performing routine recruitment and placement tasks.
2. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents such as letters, reports, memos, and form letters.
3. Skill in typing; a qualified typist is required.
4. Ability to communicate orally and in writing.
5. Ability to code and/or enter data into an automated database management system.
GS-6/7:
1. Knowledge of an extensive body of recruitment and placement rules, procedures, and operations to perform, with the guidance of a specialist, a wide variety of interrelated or nonstandard technical work assignments involved in the fill of a variety of lower-graded clerical, administrative, technician, and semi-skilled wage grade positions.
2. Knowledge of DCPDS to input, store, retrieve data and perform quality review of data elements.
3. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents, such as letters, reports, memos, and form letters.
4. Skill in typing; a qualified typist is required.
5. Ability to learn the use of techniques for applying qualification standards.
6. Ability to communicate orally and in writing.
GS-7:
1. Knowledge of an extensive body of recruitment and placement rules, procedures, and operations to perform a wide variety of interrelated or nonstandard support work assignments involved in the fill of a variety of lower-graded clerical, administrative, technician, and semi-skilled wage grade positions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
