Summary

Duties

  • Responsibilities listed below are at the full performance level.
  • Identifies, develops, and manages content for website, social media, and video communications campaigns needed to address critical issues for the Region.
  • Serves as the lead webmaster for the Regional external website.
  • Serves as the regional point of contact and liaison between forests and the national office on regional website matters.
  • Manages regional social media efforts and serves as the region-wide expert on regional social media efforts, techniques, and outreach strategies.
  • Coordinates with Network Administrators and Internal Communications to oversee the Region?s internal intranet and SharePoint sites and provide direction and guidance for developing and improving these sites.
  • Evaluates the effectiveness of public affairs communication, website, and social media efforts.
  • Recommends strategies for improving outreach effectiveness, adoption of new tools, and implementing new methods and tactics for reaching a broader audience.
  • Provides input into the long-range planning, development and coordination of the overall Public Affairs program for the Region.
  • Analyzes public reaction and recommends changes to improve understanding.
  • Participates in the development and implementation of public affairs communication plans, program strategies and techniques for dealing with addressing critical and complex public issues.

Qualifications

Specialized Experience Requirement:

For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Examples of specialized experience includes most of the following: Assisted a senior web manager with designing, developing, maintaining, and/or supporting a unit's internal and external web sites and various social media accounts; Performed tasks using web development software or content management systems and supports others in their use. Experience writing, preparing, editing and posting web and website content; experience with website content management systems; experience communicating, orally and in writing and editing informational materials or website content. Worked with users and customers to answer and resolve Internet related issues.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or another major that provided at least 24 semester hours in these fields and required the development or adaptation of applications, systems, or networks.

For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Examples of specialized experience includes most of the following: Worked as a web manager responsible for application implementation, developed concepts and documentation, maintained and/or controlled the web servers and services, recommended, analyzed, and implemented security aspects for web services, and developed content, structure, linkages, and systems for Internet websites. Experience implementing and managing internal and public-facing agency/bureau website(s) as well as social media agency accounts for Twitter, Facebook, Flickr, and other social media. Experience implementing critical communications and supporting Agency initiatives. Experience working in a team setting with subject-matter-experts within an Agency to develop policies, plans, and guidance documents to ensure all agency/bureau web-delivered and social media content is fully compliant with all applicable laws, regulations, and Department standards and practices.

Three years of progressively higher level graduate education leading to a degree or Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
