This position provides land law examining and adjudication for a wide variety of difficult land and minerals cases. Duties may include but are not limited to: 

  • Review and process land and mineral cases for accuracy and completeness.  May perform a variety of independent case actions regarding multiple areas such as; Recreation and Public Purposes Act conveyances and re-conveyances, rights of way, color of title applications, withdrawal applications, land exchanges, occupancy and use grants, leases, and permits. 
  • Interpret official plats, indices, and automated records with current status of surface and subsurface interests and authorized uses and restrictions on public lands.
  • Applies appropriate laws and policies, prepares correspondence requesting additional information and makes decisions concerning applications and compliance.
  • Determines applicant eligibility, verifies acreage and land description, and prepares notices of decision and prepares all title documentation.
  • Utilizes data, systems, and applications to collect, enter, manipulate, update, and maintain data. 
  • Serve as the primary contact for data standards, program assistance, implementation, and maintenance of the Bureau's Legacy Rehost 2000 system and manual records system.

Physical Demands and Work Environment: The work is primarily sedentary. Some walking and bending is involved when working with records and files. The work is in a typical office setting.

Qualifications

Basic Requirement:

This position has an individual occupation requirement which you must meet in order to be considered qualified. Applicants may meet this requirement if they possess the education or experience identified below: 

1. Graduate education that includes at least 12 semester hours of course qoek related to the administration of land laws. Examples of course work include land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation.  OR  2. Experience in or directly related to examination or adjudication of cases involving laws and regulations pertaining to lands and resources. 

Specialized Experience:
In addition to meeting the basic requirement identified above, applicants must meet the specialized experience requirement. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-07. Examples of specialized experience may includes: Providing assistance in the practice and/or application of law that included substantial involvement in examinations of titles or other legal transactions involving acquisition, lease, or disposal of land. Title searching, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated an understanding of the laws, regulations, and policies associated with land management programs. Work as a land appraiser that involved appraisal of undeveloped or marginal-type land and maintaining land records. OR A Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR A combination of education and specialized experience. 

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.  If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Current and former federal career and career-conditional employees must submit a copy of your recent (non award) SF-50, Notification of Personnel Action, or equivalent document that verifies tenure (block 24, code 1 or 2) and Competitive Status (block 34, code 1).

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.  You will be required to provide this information annually.

This position may be subject to pre-employment drug screening.
