Duties

Help

  • Provides direction, management, and coordination of all PBS programs and activities in the area serviced by the center. The incumbent will assist in setting annual and long-term objectives for the San Francisco Service Center.  Assists in deciding how to deal with the work, goal setting and priorities for the different offices and allocating resources among them.
  • Sets objectives for the SFSC on an annual or longer basis. Assists in deciding (within given missions and resources) how to deal with the workload, setting goals and priorities and allocating resources accordingly.
  • Works with the Director, SFSC in dealing with customer agencies and other interested parties in regard to the nature and quality of service rendered by the SFSC as well as on individual problems.
  • Responsible for the direction and oversight of the SFSC Budget and Asset Management Staff in the planning and execution of the Asset Business Planning process in the SFSC, including the carrying out planned projects and programs.
  • Advises, counsels, and instructs branch chiefs and Senior Property Managers on budget and asset management matters; does the same for employees when they are referred by the branch chiefs.
  • Acquires/Maintains a contracting warrant for under Simplified Acquisition Threshold (SAT) Level. Serves as the primary warranted Contracting Officer for Service Center contracts under SAT and as a back up to the Field Offices to sign contracts/modifications on an as needed basis.

  • Serve a one year supervisory or managerial probationary period, if required

The GS-14 salary range starts at $131,507 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Applicants must possess one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as experience providing leadership in planning, executing, evaluating, overseeing, and/or administering a large, multi-faceted real property program (i.e., Commercial (not residential) Building/Facilities Operations such as Maintenance, Energy Management, Safety and Environmental Management, Custodial Services, Lease Management, Design, Construction, Space Planning, Procurement, Project Management and/or Business Metrics).

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA’s. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.

  • Knowledge of the theories, principles, practices, and techniques of management to provide overall management and coordination of programs and procedures.
  • Knowledge of sound general business practices applicable to managing the business of the Public Buildings Service.
  • Knowledge of programs priorities to plan and adjust work operations to meet emergency or changing workload requirements.
  • Knowledge of budget formulation and administration to develop and present the budgetary requirements of the regional PBS and to present proposals for changes.
  • Knowledge of program objectives to assess program performance, analyze problems, recommend improvements, coordinate various work activities, and effectively represent PBS both within and outside GSA.
  • Knowledge of real estate management principles, methods, and practices including the acquisition of interests in real property, buildings operation and management, construction, safety, and protection.
  • Knowledge of the various laws governing the execution of the responsibilities of the Public Buildings Service as well as policies and procedures implementing such laws.
  • Ability to obtain and maintain a contracting warrant under Simplified Acquisition Threshold.
