This position is located in an Army Support Facility (AASF). Its purpose is to conduct preflight briefings for pilots and provide in-flight advisory services. The AASF provides flight services and mission briefings which are relatively small in number i.e. well below 75,000 and 25,000 respectively.

Duties

Help

A FLIGHT OPERATIONS SPECIALIST, GS-2102-8 Conducts preflight pilot briefings in accordance with National Guard regulations and directives. Briefs pilots on mission, aircraft and flight plan. Briefs and provides pilots with information on mission restrictions; on-route navigational facilities and equipment, hazards and terrain; weather forecasts; notices to airmen (NOTAMS) and deviations to flight plans when required. Is responsible for assuring pilot and crew are qualified in aircraft to be flown and for type of mission to be performed. Processes extended and local clearances, including examination for conformance with flight rules and regulations. Processes, clears and transmits flight plans and flight progress messages to appropriate agencies (FSS, ACT tower, ARTCC) which may require use of service B equipment. Prepares, maintains and files records, charts, graphs, and reports allied to flight operations and flight training activities such as aircraft utilization reports, aircrew information reports, individual flight records, notice to airmen (NOTAM) file and airfield data. Compiles and summarizes reports for analysis through the use of a computer system and peripheral equipment. Maintains current file of aircraft flying regulations and navigational information such as radio facility carts, instrument approach procedure charts, aeronautical charts, Airman's Information Manual (AIM), airport directory, location identifiers, ATC procedures manual and Army Flight Information Publications. Supervises on-the-job training of unit flight operations personnel performing equivalent training or accomplishing a split unit training assembly at the facility. Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT:

MILITARY COMPATIBILITY:
Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.
Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility.

Qualifications

GENERAL EXPERIENCE:
Experience, education, or training interpreting, explaining, and/or applying basic rules, regulations, policies, and procedures of a transportation program. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
GS-08 - Must have at least 18 months experience, education, or training arranging and interpreting directives and regulations governing transportation of personnel, cargo or freight. Experience applying directives and regulations governing transportation of personnel, cargo or freight. Experience verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations. Experience planning and organizing the work of others.

IAW NGR 600-25 AND AFI 36-101, grade inversion within the full-time workforce is not permitted.

AREAS OF PRIORITY: In Accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), Applications will be forwarded to the selection official to conduct reviews by area of priority as listed below

Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed.

Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG.

Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.

Area 4: Currently assigned service members in other branches of the military outside of the Minnesota National Guard, to include those assigned to Active Duty, Reserve or other state's National Guard.

Area 5: All individuals able to and willing to become members of the Minnesota National Guard including prior service not currently assigned to a military component and non-prior service US civilians.
