Summary

The NASA Office of Inspector General (OIG) conducts audits, reviews, and investigations of NASA programs and operations to prevent and detect fraud, waste, abuse, and mismanagement and to assist NASA management in promoting, efficiency, and effectiveness.

The Office of Audits (OA) conducts independent, objective audits, reviews, and other examinations of NASA and NASA contractor programs and projects to improve NASA operations.

Duties

Help
  • The Program Director is responsible for overseeing a broad range of professional staff that conduct evaluation, audit, and inspection projects.
  • Identifies appropriate and meaningful work areas, selects employees, and assigns work; defines technical work requirements and milestones; evaluates work results and employee accomplishments.
  • Responsible for overseeing projects that analyze the effectiveness of agency programs. Conducts work in accordance with OIG mission to provide oversight of NASA programs and projects and makes recommendations to improve Agency program management.
  • Prepares and guides others in preparing written documents, including detailed audit and program evaluation reports, that provide policy analysis, findings, guidance, and recommendations to a wide range of audiences.
  • Evaluates NASA's personnel, scientific, engineering, research and technological activities and operations that affect the overall efficiency and economy of Agency programs and ensures compliance with applicable laws, regulations, and guidelines.
  • Provides instruction to OA staff on the most suitable approach to execute related reviews, program evaluations or audits of significant NASA programs that receive substantial federal funding.
  • Provides technical guidance to OA personnel for the development of short and long-range audit plans, follow-up on corrective actions, and analysis of legislation, regulations, and OMB circulars.

Qualifications

In addition to meeting the basic education requirement, to qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service that has equipped you with the specific knowledge, skills and abilities to successfully perform the duties of the position in the practical application of program management, professional accounting and auditing principles, procedures, and techniques.

Examples of specialized experience include:
(1)Leading, directing and providing resources to Audit managers to ensure effective accomplishment of audit program plan and adherence to policy and objectives. Directing a subordinate manager or team to plan, perform, coordinate and execute audit assignments.
(2) Providing expert leadership on audit policy development and interpretation, expert technical guidance on planning and performing audits, performing quality assurance reviews to ensure audit staff compliance with audit policy and procedures.
(3) Applying management principles and practices to plan and coordinate the work of others and to ensure assigned staff skills match the needs of the assignment. Applying knowledge of supervisory techniques to evaluate the quality of work, and to identify and resolve problems.
(4) Evaluating performance, recommends or approves employee development and recognition, initiates or decides appropriate remedial action for performance or conduct deficiencies, addresses grievances or complaints.
(5) Promoting teamwork, innovation and quality management. Creating an atmosphere conducive to sharing information, ideas and best practices, and fostering effective relationships within and external to the organization.
