The Rating/Appeals Quality Review Specialist (RQRS) is responsible for performing quality reviews for individual Decision Review Officers (DRO's) and Veterans Service Representatives (Rating) (RVSR's) in accordance with an established monthly schedule. The RQRS performs the following duties:

  • Conducts review of staff rating quality in order to establish benchmarks
  • Prepares documentation to support unfavorable finding in order to provide justification for error decisions and indicate required actions.
  • Provides feedback to relay the rationale and provide appropriate citation to support identified discrepancy.
  • Employs various training techniques to provide authoritative, consultant and troubleshooting.
  • Conducts statistical analysis of quality reviews to identify trends, significant problems areas and processes requiring improvement.
  • Relays quality trend information with management on an ongoing basis for use in operations, decision making and planning.

This is a temporary position, not to exceed three (3) years in duration

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience at the GS-13 level:

  • Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. Specialized Experience should be substantive and relevant and may have been gained in the federal, military, or private sector, functioning in either a capacity performing training, analyst or information systems duties of a claims management process. Examples of specialized experience include:
    • Conducting reviews to analyze the quality of completed rated cases.
    • Conducting evaluations and reviews, on a quantitative or qualitative basis, of claims development programs and operations to determine the effectiveness in meeting established goals and objectives;
    • Preparing or conducting training activities;
    • Identifying knowledge/skill gaps and planning training strategies;
    • Providing and implementing data for one or more information management systems accurately and timely or providing technical guidance and direction to staff in the daily operation and maintenance of claims management systems.
There is no education substitution at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and carrying of lightweight items (i.e. folders, claims files, etc.).
