Duties

Help

The Deputy Assistant Inspector General (DAIG), Management and Planning (M&P) Division advises the Inspector General (IG), the Assistant Inspector General (AIG), M&P Division, and senior OIG leadership on management and fiscal policy, and provides critical mission-support and administrative services to the OIG's nation-wide workforce across a broad range of administrative areas; and serves as the agency's Performance Management Officer.

The DAIG oversees the day-to-day operations of M&P and directs the work activities across a broad range of complex administrative program areas, including: budget formulation and execution; financial management; human resources; training and employee development; diversity and inclusion; internal communications; information, personnel, and physical security; facilities and property management; procurement; strategic planning; policy development; and internal controls.

The DAIG provides strategic direction, overseeing subordinate staff in the preparation of the OIG Semiannual Report to Congress; and compiles OIG input for other publications of the IG community, such as the annual Progress Review to the President, and the annual Top Management and Performance Challenges to DOJ.

The DAIG advises and assists the IG and senior leadership in preparing testimony for congressional hearings and administrative forums regarding OIG programs and operations, including but not limited to OIG budget, planned work, and funding initiatives.

The DAIG works collaboratively with fellow members of the federal IG community and his/her counterparts in the Council of the Inspectors General on Integrity and Efficiency (CIGIE) on cross-cutting management, administration, and policy-related issues.

Qualifications

This position is in the Senior Executive Service (SES). As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed in this vacancy. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.

Applicants must submit written narratives to each MTQ and ECQ, and should limit narrative statements to one page per MTQ and two pages per ECQ. Mandatory Technical Qualifications - Mandatory

In addition to the mandatory ECQs qualified candidates must possess the following technical qualifications. Possession of these technical qualifications must be clearly documented in your application and should be addressed in a separate narrative statement not to exceed one page per MTQ.

  1. Demonstrated experience developing and leading the strategic vision required to effectively and efficiently manage critical aspects of an organization's financial and human resources, while ensuring compliance with all applicable federal laws, executive orders, and regulations.
  2. Demonstrated ability to analyze, plan, organize, direct, and adjust the functions, as needed; and to supervise, mentor, motivate, and appraise a diverse staff of an organization through subordinate supervisors to meet the program requirements objectives timely and within budget.
  3. Demonstrated experience in leading and managing a broad portfolio of administrative programs which reflects innovative thinking and results in program improvements and enhanced customer service.
Executive Core Qualifications - Mandatory

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met:
  • You are currently serving under a career Senior Executive Service (SES) appointment (Please Note: Department of Defense DISESs and DISLs, and Intelligence Community SES are typically not OPM QRB certified and are therefore required to submit ECQs. If your SF-50 shows a code 3 on block 34, you must address the ECQs or provide proof of OPM certification),
  • You are eligible for reinstatement into the SES, or
  • You have successfully completed an OPM approved SES Candidate Development Program.

Additional information

Veteran's Preference does not apply to the SES.

SES members are excluded from premium pay provisions of 5 USC Chapter 55 Subchapter V, such as overtime pay, compensatory time off, Sunday premium pay, holiday premium pay, etc.

Relocation expenses may be reimbursed in accordance with agency policy.

A one-year probationary period is required for new career SES unless excepted by regulation.

Government-issued charge card for business-related travel must be obtained and maintained.

Drug Testing: This job has been identified as "testing designated" under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired. Applicants will be evaluated on the quality and extent of total accomplishments, experience, and demonstrated executive-level qualifications. An SES Executive Resources Board (ERB) will rate and rank applications to determine the best qualified candidates. The ERB will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
