Duties

Help

Executes job duties in support of senior team members while providing research and analyses of child labor, forced labor, and human trafficking issues for assigned countries for the purpose of Congressionally-mandated and Executive Order reports or related to other strategic interests of ILAB, or as part of analysis of trends and lessons learned that inform program evaluation, project survey, and project design activities.  Drafts and provides written feedback on documents, as assigned, and regularly prepares written communication for and on behalf of senior ILAB and DOL staff on international child and forced labor issues.  Demonstrates the ability to critically analyze Office issues and initiatives through study and monitoring of relevant legislation; pertinent ILO and other international organizations' standards and decisions; overseas developments, reports, and cables; books and articles; research and evaluation documents and papers; and discussions with foreign and U.S. officials, academic experts, trade union leaders, non-governmental representatives, and business representatives. Shares key evaluation and audit findings, results of performance monitoring data analysis, and other lessons, findings, and outcomes produced by technical assistance and monitoring and evaluation and audit activities with relevant stakeholders and ensures that these findings are applied to ILAB and OCFT's work, as applicable.  Assists with policy engagement that advances OCFT and ILAB mission, programming, and other priorities in target countries and on a global level.  Monitors labor developments in countries of importance to the U.S. and assists with advising the Director, Deputy Director, Deputy Undersecretary, other DOL professional staff, ambassadors, labor attaches or others with related responsibility, either orally or in writing, on policy, key developments, and results regarding Office issues and programs.   Assists others in coordination among ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OCFT and ILAB mission regarding research, technical assistance and policy engagement. Assists ILAB representatives in international, interagency, and intra-agency working groups, committees, international meetings and conferences. Assists with activities related to the planning, development, oversight, auditing, monitoring, evaluation, and closeout of technical assistance/cooperation initiatives; assists in coordinating ILAB's contracts, grants, and cooperative agreements for technical assistance projects; and uses qualitative and/or quantitative methods to measure results and assess and improve program effectiveness and/or projects or systems.  Provides technical oversight of OCFT's audits, attestation engagements, and monitoring and evaluation tasks to ensure OCFT funded projects are in fiscal, regulatory, and performance compliance; provides technical oversight of key monitoring and evaluation activities to ensure that high-quality data, analysis and lessons learned are produced to systematically measure achievement of project objectives.

Qualifications

Basic Qualification Requirements:  Applicants must meet one of the following basic requirements.

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

OR

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown above, plus appropriate experience or additional education.

OR

Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. This experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in A above, or (b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields.

AND

Specialized Experience:  In addition to meeting the basic requirements listed above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. 

To qualify at the GS-09 level, Applicants must possess 52 weeks of specialized experience equivalent to the GS-07 grade level in the federal service. Specialized experience is defined as experience (1) assisting in the development and oversight of technical assistance projects related to reducing child labor, forced labor and/or human trafficking in Sub-Saharan Africa; and (2) monitoring labor issues in Sub-Saharan Africa.

OR

Two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in one of the disciplines listed above.

A Combination of education and experience

Technical Assistance - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
