Duties

Help

This position serves as the Director of Financial Management Audits and reports directly to the Deputy Assistant Inspector General for Financial, Technology, and Support (DAIG-FTS). The incumbent is the focal point within the Office of Inspector General (OIG) for all financial management audit activity, which includes financial statement audits, single audit oversight, and other financial work performed by OA, to include required action under the Improper Payments Elimination and Recovery Act, as amended.

  1. Directs reviews of departmental performance and financial reports to determine compliance with applicable statutes and other Federal requirements, including statements required under the Government Performance and Results Act, the Chief Financial Officers Act, the Federal Managers Financial Integrity Act, Federal Financial Management Improvement Act, OMB Circular A-123, OMB Circular A-127, and the Improper Payments Elimination and Recovery Act, as amended.
  2. Responsible for planning, conducting, and reporting on specific audit projects as required in the annual audit work plan.  The projects are performed in accordance with Government Auditing Standards.

  3. Analyzes and interprets accounting principles, standards, and practices for applicability to DOL.  Advises OIG and departmental executives on the results and impact of this work.

  4. Maintains liaison with professional audit and accounting groups and other entities as necessary to keep abreast of state-of-art practices and technology in financial management and accounting.  Serves on task forces and committees as appropriate. 

  5. Maintains personal contact with the senior-level officials within and outside of DOL, such as management and officials of OMB, GAO, other Federal and state agencies, contractors, and educational or research groups.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors.  Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics.  It is imperative that supervisors serve as models of ethical behavior for subordinates.  Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials.  Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports.  In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized experience is defined as experience coordinating concurrent reviews and audits of financial management systems, performance measurement systems, and cost accounting systems which generally are of very sensitive nature, in accordance with policies and standards. Displays expert knowledge of Generally Accepted Government Auditing Standards, Generally Accepted Accounting Principles, Government Performance and Results Act, the Chief Financial Officers Act, the Federal Managers Financial Integrity Act, Federal Financial Management Improvement Act, OMB Circular A-123, OMB Circular A-127, and the Improper Payments Elimination and Recovery Act, as amended. Clearly demonstrates the ability to establish guidelines and procedures on technical audit matters, such as monitoring ongoing work, preparing work papers, and processing draft and final reports.  Experience in advising top management in the development and implementation of financial and programmatic audit activities and projects that impact various agencies, and fostering effective relationships that benefit and enhance the success of planned activities and projects.

- This position is outside the bargaining unit.

- No Relocation or Permanent Change of Station Incentives will be offered.

- This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
The term Accounting means accounting and/ or auditing;
OR
2. Combination of education and experience: At least 4 years of experience in accounting, or equivalent combination of accounting experience, college-level education, and training that provides professional accounting knowledge. Applicants background must include at least one of the following:


A. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or


B. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

C. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does NOT fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully demonstrated the ability to perform work at the full-performance level in accounting, auditing or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that the applicant had demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement which is normally associated with successful completion of the 4-year course of study in paragraph 1; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.
