Summary

This position is located in Office of the Assistant Superintendent for Regimental Affairs (Commandant of Midshipmen,) United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD).

This position is established as Regimental Officer and is responsible for the developmental planning, execution, and assessment of training pertaining to the Regiment of Midshipmen. The employee is responsible for oversight and supervision of the Academy's Regimental Operation programs.

Duties

Help

As a Regimental Operations Officer, you will

  • Be responsible for planning, prioritizing, and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals. Develop the Regiment’s annual training budget, including training for commissioned USMS officers on the staff. Develop and maintain materials to provide briefings to external agencies on the Regimental Program. Work with the Regimental Management Team to maintain Academy publications, revising when necessary, and ensuring their accuracy and relevance.
  • Instruct, counsel, train, discipline, and evaluate midshipmen leaders who are serving in senior command. Plan and coordinate the execution of all non-athletic Regimental movements to locations outside the Academy. Liaise with the four other federal Service Academies, and with state military and maritime academies regarding leadership development and honor training.
  • Develop, administers, oversee, document, coordinate, and assess the Regimental Training Program. Provide oversight of the USMMA Honor Program, including input in selecting and training the permanent members of the regiment’s Honor Board. Develop and maintain materials to provide briefings to external agencies on the Regimental Program.
  • Be responsible for the development, planning, execution, and assessment of training. Has direct supervisory responsibility for several commissioned Tactical Officers and Command Duty Officers (CDO’s). Supervise the Plebe Indoctrination Program.  Supervise the Academy’s Drill and Ceremonies Program. Exercise delegated responsibility for position management; selection and assignment of subordinates; performance evaluation; employee training and development; employee recognition; management-employee communications; leave administration; constructive discipline; and equal employment opportunity.
  • Develop comprehensive lists of relevant metrics used to measure Regimental and individual performance. Administer the performance system within the Regiment. Work with the Regimental Management Team to maintain Academy publications, revising when necessary, and ensuring their accuracy and relevance

The ideal candidate is a highly motivated and mid to senior level professional possessing integrity, stamina, and ingenuity, and capable of adjusting to various work environments, physical demands, and schedules. The individual must be customer service oriented, with unique skills to supervise/manage, develop, plan, execute, and assess a regimental type training program, preferably on a college/university campus or military installation.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

For the GS-13, to qualify, your experience should include at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in the planning, prioritizing, and assigning work; collaborating with peers and subordinated to assure effective advisory services; ensures continuous progress toward stated goals.
  • Experience exercising direct supervisory responsibility.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

The Mission of the United States Merchant Marine Academy is to educate and graduate licensed merchant mariners and leaders of exemplary character who will serve America’s marine transportation and defense needs in peace and war.

The person selected for this position will be appointed an officer in the United States Maritime Service (USMS) and will be required to purchase and wear a USMS uniform while performing their duties.

The position is not Telework eligible due to the requirements that the employee is to be on duty within the confines of the academy overseeing regimental elements of non-academic student life.
