Duties

Help

Major Duties Include:

  • Reviewing and interpreting new and established directives, instructions, regulations, delegations of authority, other Federal, state, local and private practices, etc., for potential impact and/or best practices to make recommendations and changes to program operations and guidance;
  • Conducting surveys, audits, and managing projects, etc., for program officials, including identifying recommendations and action plans for changes to program policy and operations;
  • Performing thorough technical review of Education Debt Reduction Program (EDRP) applications and program reimbursement forms for validation and processing to determine if eligibility requirements are met;
  • Processing program participant education loan repayment reimbursements;
  • Interfacing with customers to provide training, support and guidance with regard to EDRP policy, procedures, operations and program changes;
  • Representing the EDRP manager and team as needed in meetings and trainings with field-based customers, applicants, participants and VHA and VA leadership;
  • Reviewing priorities, rebalancing workload and providing assistance and instruction to team members as requested in accordance with established work flow and monitoring through completion, reporting to the program manager, provides guides, techniques, references and materials through on the job training in accordance with practice and procedures;
  • Reviewing and making technical quality determinations regarding academic transcripts and financial and loan documentation in order to determine qualification and award amounts;
  • Conducting data extraction and analyses, creating reports using charts and graphs to depict program utilization, determine forecasting needs, etc.
  • Establishing and maintaining effective relationships with confidence and cooperation of peers, colleagues, supervisors and managers.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 grade level. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying fact-finding analytical and problem-solving methods and techniques to identify program problems, drawing conclusions and making recommendations for improvement.; knowledge of 38 USC Chapters 73, 74 and 76 for awards under the Education Debt Reduction Program; knowledge of Title 38 and Hybrid Title 38 qualification standards, program directives, handbooks and operating procedures; skilled in using management information systems, office automation systems, computer applications, principles and techniques including the ability to develop and implement new automated systems; knowledge of basic statistical, accounting, budget and economic principles and techniques. OR,

  • Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education directly related to the work of the Management and Program Analyst position, which may be substituted to meet the experience requirements for GS-9 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-9) would qualify for a GS-9 position.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying fact-finding analytical and problem-solving methods and techniques to identify program problems, drawing conclusions and making recommendations for improvement; knowledge of 38 USC Chapters 73, 74 and 76 for awards under the Education Debt Reduction Program; knowledge of Title 38 and Hybrid Title 38 qualification standards, program directives, handbooks and operating procedures; skilled in using management information systems, office automation systems, computer applications, principles and techniques including the ability to develop and implement new automated systems; knowledge of basic statistical, accounting, budget and economic principles and techniques. OR,
  • Education: PhD. or 3 full years of progressively higher- level graduate education leading to such a degree or LL.M.,if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education directly related to the work of the Management and Program Analyst position, which may be substituted to meet the experience requirements for GS-11 position. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
You will be rated on the following Competencies for this position:
  • Knowledge of a wide range of program management policies, concepts, practices and procedures related to human resources,personnel management and fiscal operations.
  • Knowledge of legislation, regulations and guidance applicable to education loans and education loan repayment.
  • Knowledge of program offices and programs and interrelationships among programs to build coalitions, develop analysis and make recommendations for program operations utilization and execution.
  • Knowledge of 38 USC Chapters 73,74,and 76 and other statutory mandates as they relate to the eligibility and qualifications for employees for purposes of the EDRP program and awards.
  • Knowledge of relevant Title 38 and Hybrid Title 38 qualification standards, program directives, handbooks, operating procedures.
  • Knowledge of basic statistical, accounting, budget and economic principles and techniques; skill in applying complex fact-finding, analytical and problem solving methods and techniques to identify interrelated program problems, draw conclusions and recommend appropriate action.
  • Knowledge of and skill in using management information systems, office automation systems and processes, computer applications, principles and techniques, including the ability to develop and implement new automated systems for control and support of interrelated program operations.
  • Skill in oral and written communication, expressing information to individuals or groups effectively.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
