The incumbent of this position serves as the Chief Technology Officer (CTO) in the Department of Technology Services (DTS). The CTO is the principal corporate officer responsible developing and maintaining a long-term technology vision, evaluating potential technology solutions, delivering enterprise architecture and standards, and advocating technology best practices that maximize the effectiveness and efficiency of the Judiciary and its stakeholders.
The CTO is a member of the AO's and DTS's senior management team and reports directly to the Associate Director for Technology Services/Chief Information Officer (CIO). The CTO participates in various judiciary advisory groups and committees; accordingly, the position requires close collaboration with judiciary information technology program managers, functional line-of-business managers and executives, AO and court unit executives, as well as with federal judges.
Duties of the position include, but are not limited to:
Serving as Chief of the Technology Solutions Office (TSO) within DTS and managing activities of the office in accordance with established AO and Judiciary policies and procedures, modern business practices and applicable laws and regulations.
Collaboratively defining and promoting a technology vision for the judiciary.
Identifying, evaluating, and promoting technological and procedural innovations (e.g. new products, service offerings, and information technology best practices) to address existing and emerging business needs of the Judiciary.
Defining, refining, and maintaining an enterprise information technology architecture framework that addresses business, information, application, infrastructure, security, and systems management components.
Defining information technology policies, standards, guidelines, and processes consistent with the Judiciary enterprise information technology architecture framework.

All new AO employees will be required to complete a FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
All new AO employees must identify a financial institution for direct deposit of pay before appointment.
You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications
Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one year of specialized experience (preferably at least three years) equivalent to the GS-15/JSP-15/CL 31/PB-2F level which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in an information technology managerial capacity with responsibility for providing executive leadership to a large and diverse organization which clearly demonstrates the ability to manage people and resources. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials.
Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following MandatoryTechnical Qualifications(MTQ) and Executive Core Qualifications (ECQ). Progressive, executive-level experience in information technology and enterprise architecture issues, processes, policies, standards, techniques, models, artifacts and methodologies and the ability to apply these, as required, to formulate and advance the definition and documentation of an agency-wide enterprise architecture.
Demonstrated experience in developing a vision and strategy for a large information technology organization and aligning budget and implementation plans to that strategy.
Executive experience in developing and implementing strategic thinking processes in an evolving information technology infrastructure environment. This includes providing advice and input to decision-makers, identifying and implementing information technology best practices, and developing, building, and/or maintaining a state-of-the-art information technology system.
Executive level interpersonal skills in communicating, negotiating, and persuading others to build consensus and facilitate "win-win" situations. This includes experience in innovation, re-engineering, collaboration, and building coalitions to respond to customer needs and management issues and the demonstrated ability to present complex technical issues in clear, concise terms.
