Help
  • Implements and administers the SAP information security program for the Advance Program Office. Implements and advises subordinate unit-level IAOs on IT security policies and procedures
  • Assistant Administrator for Wing Advanced Programs local area network (LAN) and wide area network (WAN). Monitors, tests, analyzes, maintains, and operates multiple operating systems based network platforms.
  • Implements the Advanced Programs Network Security Program. Implements and advises subordinate unit level IAOs on IT security policies and procedures
  • Provides customer technical assistance, training and support, both at home station and during deployed operations and exercises.
  • Special Sensitive Security Clearances. The investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position.

  • The employee will be required to have, or obtain, and maintain a valid driver?s license in order to respond to security incidents at various locations geographically separated from the main office and during non-duty hours.
  • This position is a designated nation security position.
  • Employee is required to use a government computer and computer systems and programs such as Microsoft Office suite in the performance of their duties.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, OPM Qualification Standard for Group Coverage Qualifications Standards for Information Technology Management (Alt A) Positions; IT Management Series for GS-2210. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes IT network systems design principles, methodologies, and approaches used in planning, developing, testing, installing, operating, administering, and maintaining network services that support functional security requirements.

AND IT-related experience which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a full range of IT principles, methods, regulations, policies, products and services sufficient to manage a classified security enclave, computers, communications, industrial, information, physical and personnel security programs.
2. Knowledge of IT security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditations reviews for installed systems/networks and assess/advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
3. Knowledge of Sensitive Compartmented Information and Special Access Program information, industrial, physical, operational and personnel security principles, practices and policies as they apply to information systems security.
4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
5. Skill in organizing and prioritizing work tasks, even without direct intervention from the supervisor.
6. Ability to establish and maintain effective professional working relationships with higher headquarters, superiors, coworkers and customers in order to coordinate teams of people to cooperatively meet mission priorities. Ability to communicate clearly, concisely, accurately and effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

  1. As a condition of employment, position is designated special sensitive and incumbent must be able to obtain and maintain a Top Secret security clearance with access to Special Access Required and Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
  2. This position is Emergency Essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status. All E-E employees must perform E-E duties during a crisis or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from the Federal Service.
  3. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  4. This position is world-wide deployable, in support of one or more wing unit type codes (UTCs). Employee must maintain medical, physical, and personal readiness to deploy in support of world-wide taskings to both western and non-western areas of responsibility.
  5. The employee will be required to frequently travel TDY (over 90 days per year) CONUS and/or OCONUS, sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means, to western and non-western countries.
  6. Information Assurance Certification is a condition of employment. This position includes information assurance(IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  7. Incumbent may be occasionally required to carry a firearm. Position will include training in the carrying and use of firearms because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to carry firearms.
  8. A pre-employment physical examination is required. Selected applicant must meet requirements specified on SF78, Certificate of Medical Examination for position at overseas/deployed locations due to the following. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The theater commander may specify theater unique medical/physical deployable criteria. Emergency Essential/deploy mentrelated medical/dental/psychological examinations and required immunizations are at no expense to the employee.
