Help
  • Serve as an Emergency Management Specialist to develop and implement comprehensive plans and strategies for the internal and external integration of day to day and long range EMCO projects, actions, and activities for the organization.
  • Provide support for planning and evaluating the development of priorities, performance metrics, resource applications, and work force management for organizational emergency preparedness objectives to support response operational requirements.
  • Serve as primary or alternative project manager for assigned EMCO programs and performs special projects.
  • Participates in inter and/or intra-agency meetings and facilitates consensus on programs or administrative issues.

  • Periodic travel will be required to the Regional Offices, the CMS Continuity Facility and as required for participation in emergency and continuity tests, training, exercises, and including special projects and training/conference events.
  • Travel requirements in support of emergency operations may be extension (weeks to months), with little advance notice, and may require employees to related to emergency sites with physically austere and operationally challenging conditions.
  • The incumbent may be required to work from an alternate duty station in an emergency if the situation warrants and may be required by management to perform task outside of their current position description but within their knowledge and skill sets.
  • If the incumbent is a Commissioned Corps Officer, they will be listed as Mission Critical on their USPHS CC billet.
  • Position designated as non-critical Sensitive, confidential due to the nature of responsibilities, with no or low risk public trust duties.
  • The majority of time is spent at sedentary office work. Some tasks, disaster exercises, and response events may require moderate physical exertion, including walking, standing, and carrying various items of equipment necessary to conduct operations.
  • Incumbent is expected to be on call for emergencies 24/7.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) assisting with developing policies, plans or procedures for emergency preparedness or response operations; (2) evaluating methods for improving organizational effectiveness; (3) assessing the readiness of an organization to meet emergency preparedness or continuity operational requirements; and (4) synthesizing emergency information to recommend course of action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
