Duties

Help

The Digital Web Section works with OLPA staff regarding all IT needs including directing an IT program segment for OLPA. This includes planning, directing, conducting, and evaluating OLPA IT programs. The Digital Web Section will increase operational efficiency/visual identity/awareness across digital platforms and access into new audiences. 

Responsibilities for the Supervisory Information Technology Specialist (SITS) include:

  • Serves as the SITS in the Digital Web Section within the Creative Services Branch, providing leadership, direction, and supervision for the staff in the Digital Web Section and the work accomplished through subordinate staff comprised of Information Technology (IT) Specialists, writer/editors, and visual support contract staff.
  • Serves as the primary staff expert in OLPA for the coordination and integration of new technology and/or implementation for assigned/initiated automation and systems.
  • Develops strategic plans for effective communications by ensuring coordination within OLPA and NSF by the web, Social media, video, animation, editing and visual identity.
  • Develops and applies core visual identity for NSF including internal and external products.
  • Develops a visual guide and ownership of that to deliver consistent content for NSF,website, videos, and social media campaigns.
  • Serves as Editor for all materials produced for consistency.

Supervisory Work (35%)

The employee serves as the first-level supervisor for a diverse team, responsible for planning, assigning and evaluating work; resolving complaints; distributes discipline; identifies training needs; develops performance standards; improves efficiency.

Non-supervisory Work (65%)

The employee has responsibilities in the following IT program areas.

Strategic Planning and Policy:

Oversees the strategic planning activities for the agency IT infrastructure. Serves on agency committees and working groups to include Capital Planning and Investment Control Group (CPIC) to review, evaluate and prioritize large scale agency IT projects and requirements.

Systems Analysis:

Oversees the application of multiple IT systems, emerging technologies and their applications, business process engineering concepts, and project management methods; and oversees the application of analytical processes to the planning, design and implementation of information systems to meet the business requirements of OLPA and its customers.

Application Software:

Oversees the software development efforts, and supports the design, planning, development and deployment of software. Oversees the analysis and refinement of systems requirements, plans and designs system and application architecture, and assures software and system quality, functionality and performance. Evaluates new application software technologies.

Data Management:

Oversees the application of database management systems, operating systems, technical architecture, and network topology to apply and adapt new and improved approaches to the design, development, and implementation of data storage and retrieval systems; and to develop guidelines for the application of data modeling practices to the development of data management applications.

Internet:

Oversees the application of Internet services architecture to develop, implement, and interpret guidelines used by others involved in Internet services design, development and delivery; formulates a vision that anticipates future requirements and capabilities for the agency’s Internet services; and plans, contracts for, implements, manages, and evaluates external Internet services architecture.

Customer Support:

Oversees the application of IT problem management methods and practices and new and innovative customer support methods and technologies to effectively recognize, track and resolve problems, and evaluate the feasibility of adapting new methods to enhance staff capabilities.       

Responsible for managing significant IT contracts for OLPA and the agency to include but not limited to contracts for web development, digital asset management systems, video content delivery networks, network hosting and the FTP server.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the competencies, applicants must meet the specialized experience listed below:

To qualify for the GS-14 level: You must have at least one year of experience equivalent to the GS-13 level in federal service performing a full range of IT duties. Examples of specialized experience include: overseeing the work of a diverse team of IT and web-related support employees; leading IT strategic planning activities; overseeing and evaluating IT systems and application software; managing IT contracts related to web development and network hosting; and performing a full range of IT customer support duties.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
