Duties

-The incumbent develops communication information for town hall meetings for employees, veterans, and distinguished guests.
-The incumbent advises the Director, Public Affairs Officer for national issues and changes in Public Affairs strategies, and keeps them informed of potential complications, problems and resolutions.
-Writes and disseminates general broadcast messages with a wide range of information and data concerning the nature and objectives of agency programs, employing all types of media, including radio, television, newspapers, magazines, professional and scientific journals, pictures, posters, and exhibits.
-Oversees arrangements with media representatives involving organization activities; provides supporting materials as required, and ensures proper attribution of news stories between staff members holding joint appointment with medical college.
-Establishes and maintains working relationships with local congressional partners (staffers), American Legion Posts, VFW posts and specialized media representatives with the special interest representatives concerned with Veterans Affairs within the geographic area.
-Attends grand openings on hand when community/associations donate items for veterans.
-Generates solid relationships by keeping media informed; being responsive to their requests; obtaining resources for media on various issues and programs, and by otherwise creating goodwill.
-Maintains a Speaker's Bureau, distributing the list to media and interested organizations, coordinating speech requests and providing training and material to speakers.
-Assists management in planning, developing and implementing various programs and projects to meet special needs of Veteran's organizations, affiliated educational institutions, and other audiences that require public relations intervention.
-Maintains liaison with public affairs staffs of related health and educational organizations, service, civic, and fraternal organizations on behalf of the Medical Center to maintain goodwill and information and facilitate joint projects or information gathering.
-Constantly evaluates the facility's public affairs programs while helping to track effectiveness of activities in the Medical Center, and develops relationships with informants to keep the lines of communication open to gather information for possible dissemination.
-Maintains effective relationships with service chiefs and their staffs to refer and evaluate inquires made by the media as well as identifying newsworthy or feature events.
-Establishes effective relationships with local media and veteran's organization's, community groups and management officials.
-Assists with the maintenance of the facility's internal public affairs program designed to enhance employee knowledge of and pride in the Medical Center health care organization.
-Has daily contact with top management and attends management meetings to contribute information about the public affairs climate and to gain a proactive position on potential public relations issues.
-Participates in news conferences and briefings after appropriate discussion and counsel, and assists in determining the best strategy to use when responding to negative media inquiries.
-Initiates public affairs correspondence, prepares information packages, conducts tours and other related tasks for special visitors and dignitaries.
-Actively participates in appropriate committees, conducts special projects and analysis involving specific problems, coordinates activities for special projects, and analyzes the impact or implications of events, proposals or directives.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Public Relations, community relations, and journalism including media relations and practices. Developing or implementing community outreach programs involving Veteran organization and Medical related groups. Planning, managing, and multi-faceted organizing community outreach events. Developing and fostering positive working relationships with internal and external customers. Preparing and analyzing analytical data to measure the effectiveness of community outreach program. Communicating professionally in a clear a concise manner in regard to oral and written communication. Knowledge of using the correct format of writing Associated Press (AP).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Must be able to physically attend events in the community in indoor and outdoors venues and able to stand/sit for up to 6 hours at a time.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
