Summary
This position is located in the Alexandria, VA Office of the Deputy Inspector General for Evaluations Overseas Contingency Operations (OCO) Division and reports to the Director of Evaluations OCO.
Occasional travel - You may be expected to travel for this position. Travel includes overseas contingency operations locations in the CENTCOM, AFRICOM, USINDOPACOM areas of responsibility.
Serve as a member of a team of program analysts providing oversight across the full spectrum of programs, policies, procedures, and functions of DoD overseas contingency operations in support of the Lead Inspector General for Overseas Contingency Operations' mission.
In cooperation with incumbent's supervisor and team leader, serves as a technical advisor and specialist in all matters related to operations defense intelligence, counterintelligence, security and special access programs is support of the Lead Inspector General's mission.
Assists evaluation team in the development and application of advanced analytical techniques and evaluative methodologies in planning and executing projects.
Participates as appropriate and in cooperation with supervisor, team leader, and project team-in interagency projects of overarching issues influencing the Lead Inspector General for Overseas Contingency Operations.
Participates in projects that originate from the Defense Hotline, Congressional Affairs, and management requests. Participates as a team member on other special projects as assigned. May conduct projects in conjunction with other Military Departments, Defense Agencies, and/or other government agency oversight organizations.
Ensures, under supervision, that the projects are conducted in a manner that satisfies evaluation objectives. This includes ensuring that working papers provide a supportable basis for reporting.
Follow procedures for safeguarding classified, contractor sensitive, or other sensitive government information and that ensure controls are in place to protect such material.
In cooperation with incumbent's project team under appropriate supervision, assists with draft and final reports for project and/or summary reports within assigned functional areas. The reports require analysis of complex programs, processes, and comprehensive knowledge of applicable DoD policies and operations.
This national security position, which requires access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Ability to work with other evaluators and analysts in a dynamic and changing environment to provide oversight of intelligence programs.
Skill in internal and external representation and collaboration in developing and participating in evaluations of intelligence programs and operations.
Knowledge of quality standards for inspections, evaluations, and investigations.
Ability to participate with teams performing evaluations/inspections/investigations of programs.
Skill in written and oral communication and in supporting the production of deliverables to both DoD stakeholders and Congress.
