The NIH Deputy Chief Information Security Officer (DCISO) is responsible for day to day management and oversight of the NIH's cybersecurity program, which includes 24/7 continuous monitoring and incident response; development and implementation of information security policies and standards; assessments and authorization of systems and applications; promotion of information security awareness; and coordination and oversight of information security audit activities and projects.

Duties

Help
  • Lead the development and implementation of program goals, policies, objectives, strategies, and procedures for agency-wide information security.
  • Collaborate with senior management and members of the NIH scientific community to implement security management and technical controls.
  • Assess and identify major agency-wide cross-cutting security initiatives and provide leadership and direction of these activities.
  • Lead and manage a high performing team of Federal and contract staff in support of NIH-wide information security activities.
  • Direct the performance of risk management analysis and assessments for complex systems and environments.
  • Identify new developments and advanced techniques in the information security field, determine applicability to NIH, and direct projects to implement.

Qualifications


To qualify for a Supervisory IT Specialist (INFOSEC) position, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.IT-related experience must demonstrate each of the four competencies listed below:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND to qualify at the GS-15 level:
  • You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-14 level in the Federal Government performing the following types of tasks: developing enterprise level strategies and approaches to security information and systems; developing, implementing, and coordinating activities designed to protect and secure IT systems, services and capabilities; providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems and overall IT security; defining the scope and level of detail for IT security plans and policies applicable to an IT security program; and assessing and testing security posture.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
