Summary

The Congressional Research Service (CRS) Office of Administrative Operations seeks two Human Capital Management Specialists to join its team. Selectees will assist in the planning, development, and execution of a variety of human capital programs, independently addressing specialized or technical operational issues and problems. Candidates will apply strong analytical, problem solving, and writing and editing skills to support CRS’s workforce operations, programs and initiatives.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

The Human Capital Management Specialist duties include:

Serves as a Human Capital Management Specialist in the Office of Administrative Operations, the office responsible for providing and managing a wide variety of human capital functions and programs for the Congressional Research Service (CRS).

Assists in the planning, development, and execution of a variety of human capital programs, independently addressing specialized or technical operational issues and problems. Assumes responsibility for timely completion of program activities and routine, recurring assigned duties.

Analyzes specialized or technical operational issues and problems and recommends solutions. Enters and maintains programmatic and personnel data and information in various automated systems.

Contributes to strategic planning and development activities for various programs, special projects, and new initiatives. Assists with the identification and analysis of issues and/or development of recommendations to resolve routine and non-routine human capital and administrative management issues.

Other duties as assigned.

The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.

The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area. Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous federal service will generally be paid the minimum step of the grade.

This is a non-supervisory, non-bargaining unit position.

The tour of duty for this position is full-time.

The incumbent of this position is eligible elect to work a flexitime or compflex work schedule.
