Duties

Help

The Assistant Inspector General (AIG) for Investigations directs and coordinates all investigative activties designed to prevent and detect fraud, waste, and abuse, and to promote efficiency and economy in programs and operations of the U.S. Small Business Administration. The AIG for Investigations formulates, implements, and evaluates investigative policies, strategies, priorities, and goals for the OIG. She/he serves as a senior policy advisor to and representative of the Inspector General on all criminal, civil, and administrative investigative matters. The AIG for Investigations will deliver presentations, briefings, and speeches and prepare articles on investigative techniques, enforcement problems, prevention methodologies, fraud and abuse vulnerability assessments, and other matters related to the mission of the Office of Investigations. She/he will maintain personal liaison with senior officials in the Federal law enforcement community and, as appropriate, with senior officials in state, local, and foreign law enforcement organizations.

Qualifications

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the ECQs and TQs outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The supplemental narrative statement for the ECQs should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicants level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the ECQs MUST NOT EXCEED 10 PAGES. The narrative portion for the TQs MUST NOT EXCEED 6 PAGES TOTAL.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

Unless you are currently serving under (1) a Career Senior Executive Service (SES) appointment (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), (2) are eligible for reinstatement into the SES (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), or (3) have successfully completed a SES Candidate Development Program approved by OPM (must provide proof of OPM Qualifications Review Board certification), you must submit a narrative statement covering each of the ECQs. Additional information on the proper preparation of ECQ statements is available on the Office of Personnel Management's website.

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS (TQs):

In order to receive consideration for this position, all applicants must also submit a narrative statement for each of the TQs listed below.

1. Thorough knowledge of generally accepted civil, criminal, and administrative investigative standards and techniques.

2. Demonstrated experience in providing executive level leadership of a nationwide criminal investigative program.

MEDICAL EXAMINATION: The person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. This position my be subject to periodic incumbent examinations in the future.

FIREARMS REQUIREMENT: The incumbent must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards.

MOBILITY: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, applicants are expected to be mobile and once appointed SES members, may be reassigned at the discretion of the appointing authority and may be required to sign a mobility agreement.

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

This position is covered under the special retirement provision for Law Enforcement Officer and Firefighter. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special CSRS or FERS retirement provisions, including early or mandatory retirement.

Applicants are obligated to abide by the Lautenberg Amendment which requires applicants to disclosed whether they have ever been convicted of a misdemeanor crime of domestic violence within the meaning of the statute. If convicted, you will be ineligible to occupy this position unless you received a pardon or your conviction was expunged or set aside.
