Duties

Help

The individual selected for this position will…

  • Gather data and collaborate with multiple stakeholders inside and outside of the agency to gather cross-channel insights into customer pain points.
  • Generate and implement new written communication approaches and methods in order to enhance public understanding of complex programs, legal information, and important initiatives affecting a large and diverse domestic and international set of audiences.
  • Serve as an expert consultant and authority for plain writing strategy, development, and management, and advises other business unit managers and staff thereon.
  • Draft, review, and edit new content for external stakeholders. Conduct periodic reviews of existing written content to ensure it is user friendly, current, and relevant, and routes such for updates on a periodic or as-needed basis.
  • Evaluate, monitor, and measure the development and execution of written solutions to improve Trademark applicants’ experience across critical touchpoints (e.g., website, email alert messages, social media, publications; and online forms).
  • Research and analyze training available at USPTO for staff involved in writing content for public stakeholders using plain writing. Identify training needs and create training curriculum. Design and conduct training.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Technical Writing and Editing Series can be found here.  You must meet all qualification requirements by the closing date of the job announcement.

Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-11.

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes:

Experience developing and editing written materials and proofing the work of others for grammatical errors AND Experience using Plain Language/Writing in drafting user guides, manuals, publications, web pages, notices, email alert messages, social-media offerings, and training materials AND Experience using data analytics, digital technology, written communications, and web-publishing tools to improve existing communications.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience at the GS-13 grade level for this position includes:

Experience developing and editing written materials for a variety of audiences following a widely used style guide, such as the Chicago Manual of Style or Associated Press Stylebook, and proofing the work of others for grammatical errors AND Experience using the Plain Writing Act of 2010 and related executive actions and guidelines issued by the White House and Office of Management and Budget (OMB) or comparable industry standards in drafting user guides, manuals, publications, web pages, notices, email alert messages, social-media offerings, and training materials AND Experience using data analytics, digital technology, written communications, and web-publishing tools, and an understanding of how these can be used most effectively, to implement new written communication approaches and methods in order to enhance public understanding of complex information and present a consistent message.

Education may not be substituted for specialized experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES).  You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.

NOTE: Only education and experience acquired before the filing deadline will be considered.  Report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

You will be evaluated for this job based on how well you meet the qualifications above.

KSA 2 - Knowledge of target audience identification and needs analysis, performance metrics, and measurement, including customer surveys, focus groups, interviews, customer feedback, inquiry analysis, and website traffic analysis, sufficient to allow the incumbent to play a lead role in conducting assessments and applying results.

KSA 3 - Knowledge of writing and editing, in order to advise staff and supervisors on how to best develop and present written material that is current, useful, relevant, easy to understand, and highly effective in communicating with key audiences.
