Summary
You will serve as an advisor to the Chief Information Officer (OCIO), developing long-range program plans, goals, objectives, and milestones to accomplish the Information Technology strategy.

As the Enterprise Resource Analyst in this position, you will:
Develop and implement project plans (such as communications plan, scope management plan, time management plan, work breakdown structure, risk assessment plans, budget plans and procurement plans).
Direct the development of budgets, acquisition, control, and proper use of all appropriated and working funds to support OCIO programs.
Serve as an authoritative representative on working groups to plan and develop internal strategies to address OCIO portfolio management issues and concerns.
Track progress to mitigate management challenges, management & programmatic issues, and other risks associated with IT programs and activities.
Review and edit correspondence, briefing papers for clarity and accurate expression of policy on a wide variety of project issues.
You must be able to pass a background investigation.

Qualifications

To qualify at the GS-13 grade level:
You must have one full year of specialized experience in analyzing and evaluating major aspects of substantive, mission-oriented programs, which include the development of long-range plans, goals, and objectives. This must include activities such as: 1) planning and developing strategies to address portfolio management issues and concerns; (2) developing long range plans and identifies required resources in order to promote an efficient, economical and progressive organization;(3) reviewing and editing correspondence, briefing papers for clarity and accurate expression of policy on a wide variety of project issues; and (4) maintaining budget operations integrity by ensuring budget alignment with an organization's financial plans (5) providing guidance on alternatives and resolutions to Portfolio Management challenges and problems. This experience must be comparable in scope and responsibility to the GS-12 level in the Federal service (obtained either in private or public sectors).
To qualify at the GS-14 grade level:
You must have one full year of specialized experience in analyzing and evaluating major aspects of substantive, mission-oriented programs, which include the development of long-range plans, goals, and objectives. This must include activities such as:(1) providing guidance on alternatives and resolutions to Portfolio Management challenges and problems. (2) tracking progress to mitigate management challenges, programmatic issues, and other risks associated with IT programs and activities; (3) analyzing and providing recommendations for process improvements, improving quality, and establishing appropriate process metrics and process control;(4) evaluating the writing of others and documenting policy interpretations, reports, and other manuscripts which are explanatory, persuasive, or exploratory in nature for a wide variety of audiences; and (5) directing the development of budgets, acquisition, control, and proper use of all appropriated and working funds to support agency programs. This experience must be comparable in scope and responsibility to the GS-13 level in the Federal service (obtained either in private or public sectors).
