Summary

About the Position: This position serves as the manager and administrator for all St Paul District archival and library collections. The St. Paul District plans, designs, builds, and operates water resource projects to benefit the people of Minnesota, Wisconsin, North Dakota, South Dakota, Iowa, and the nation. We are responsible for supporting inland navigation, helping communities reduce damages caused by flooding, environmental restoration, and emergency response to disasters.

Duties

Help
  • Performs a variety of technical duties in archives management to process records, digitize, and to use knowledge management to support internal and external customers and clients.
  • Responsible for development, administration and maintenance of the district technical library so that it can support mission-related subjects.
  • Provides assistance and subject matter expertise in support of District Knowledge Management Office initiatives and efforts.
  • Assists both in-house and external efforts and customers to create, share, use and manage explicit and tacit knowledge assets to facilitate the access, use and research capabilities of records.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirements:

Librarian, 1410 -

  • Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
  • A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Archivist, 1420 -
  • Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
  • Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.
Specialized Experience and/or Educational Substitutions (all series):

GS11 -
  • One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes professional knowledge of physical and digital archival principles and processes; assisting in the organization and inventorying of current and past collections to include maintaining artifacts and records using professional practices. Assisting in the management and administration of a technical library using industry standard or Federal standard processes and procedures. Familiarity with standardized databases for internal and external circulation, and or inter-library loans. Experience supporting an organization-wide technical knowledge management program.
OR
  • Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as archival science and/or library science. (Note: You must attach a copy of your transcripts.)
OR
  • The specialized experience as described in A, but less than one year; and at least two years of graduate education as described in B, but less than the required three years. Compute the percentage of the requirements met, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
GS12 -
  • One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes professional knowledge of physical and digital archival principles and processes; defining and enacting archival procedures; organizing and inventorying current and past collections to including maintaining artifacts and records using professional practices. Overseeing, managing, and or administering a technical library using industry standard or Federal standard processes and procedures. Familiarity with standardized databases for internal and external circulation, and/or inter-library loans. Experience serving as a subject matter expert supporting an organization-wide technical knowledge management program.
  • There is no educational substitute for the specialized experience required at this level.

  • This is a TERM position - initial appointment will be made for 3 years with the potential to be extended up to a maximum of 8 years in 1 year intervals. After 2 years of continuous service in this position, the selectee may be converted, without further competition, to a permanent career or career-conditional status based on the needs of management and the Agency.
