Summary

This position is located in the Policy Division, Office of Strategic Policy (OSP) of the Financial Crimes Enforcement Network (FinCEN). FinCEN’s Policy division designs framework that protects the US financial system from money laundering terrorist financing and other illicit finance. In developing policy solutions, the Policy division considers the needs and equities of all FinCEN stakeholders, including law enforcement, regulators, foreign financial intelligence units, industry, and public.

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures. 

As a, Senior Strategic Policy Analyst, you will:

  • Conduct research and strategic analysis to develop policies and draft complex products, such as advisories, to disseminate key information regarding threats and risks that FinCEN has determined to be especially significant.
  • Assist the Director of OSP in maintaining awareness of significant emerging trends, issues, policy development, and innovative advances related to AML/CFT risks and issues.
  • Provide information and metrics to the Director of OSP, Policy Division leadership and FinCEN front office, the front office of the Office of Terrorism and Financial Intelligence and other senior Treasury officials on the authorized use of BSA information and key products such as FinCEN advisories.
  • Coordinate with law enforcement, industry representatives, Treasury counterparts, and other U.S. Government entities to identify risks and vulnerabilities, develop insights on key AML/CFT risks and issues, and develop typologies, red flags and other information for possible inclusion into advisories or other products designed to disseminate information to financial institutions.
  • Maximize communication and collaboration with all other components of FinCEN and ensure each component’s unique expertise and authorities are brought to bear in a collaborative effort for maximum impact against the most serious money laundering and national security threats.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: 
- Producing and presenting clearly and concisely written reports and which affect major program goals or initiatives to organizational management and leadership; and
- Leading/facilitating projects or studies related to Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT), Bank Secrecy Act (BSA), or other laws related to financial crimes; and
- Clearly and succinctly articulating and recommending, whether verbally or in writing, the goals, strategies, and plans to meet required program/organizational goals and objectives. [provide specialized experience]

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
