Summary

This is a non-bargaining unit position.

This position is located in the Office of Innovation and Technology (OI&T) within the Small Business Administration (SBA). OI&T is focused on supporting the network that helps R&D focused entrepreneurs and businesses transition research into product and services. The incumbent independently plans, directs, monitors, reports, coordinates, and evaluates OI&T programs.

Duties

Help

The work involves advising and, at times, leading initiatives to engage and assist high-growth
small businesses in pursuing advanced technology development through SBA, federal, state and
private sector support.

Responsible for advising the Director on all OI&T programs. This requires providing guidance and assistance to agency program offices and other federal agencies; conducting outreach efforts; establishing tools and resources; coordinating with other federal agencies on specific projects; representing the agency on inter-agency groups; reviewing statutory and regulatory impediments to program advancement; and establishing effective working relationships throughout the federal and state and local governments with representatives from throughout the financial, business, and academic communities. When the Director is not available, serves as the agency point of contact for program initiatives and issues.

GS-15

Specialized Experience: One year of specialized experience, equivalent to the GS-14 grade level in the federal service, obtained in either the private or public sector:

(1) Proficiency in the programs, policies and laws related to the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs; AND

(2) Developing and updating relevant policies and procedures and planning and executing activities in accordance with applicable laws, regulations, and federal guidelines tied to startups, innovation ecosystems, federal R&D focused organizations, or those working in advanced science and technology disciplines; AND

(3) Working with startups, innovation ecosystems, federal R&D focused organizations, universities and others that support the advancement science and technology especially in helping to commercialize that science into products and services; AND

(4) Leading projects that involve the analysis or development of policy and coordinating the work of others demonstrating a mastery of advanced management and organizational principles and practices. Mastery includes, but is not limited to, monitoring projects and developing project plans and schedules; inspiring and fostering team commitment, pride, and trust; facilitating cooperation; and motivating team members to accomplish goals.
