Duties

Help

This position includes responsibility for providing leadership, direction and supervision for the staff in the Creative Services Branch (CSB) and the work is accomplished through subordinate supervisors and non-supervisory staff.  The scope of the Agency’s creative services entails a broad, diverse, and integrated suite of digitally-based activities, including news and media engagement, and other electronic services and products (including web, video, multimedia, still imagery, digital, animation and social media).  The office works to promote effective NSF communications by ensuring synergy and strategic focus, and by working collaboratively with other organizations in OLPA and various program offices within NSF as appropriate.  The employee performs assignments and program responsibilities with intimate knowledge of views, plans, and interests of the Head, Office of Legislative and Public Affairs.  The employee strategically plans for areas within his/her Branch under the overall direction provided by the Head, OLPA, and requires extensive coordination with other management officials and staff throughout OLPA.  Specifically:

Non-supervisory work (70%)

Responsible for developing creative services communication tools to advise and assist NSF leaders in delivering NSF messages on issues of national significance with strategic partners and stakeholders.

Oversees the evaluation of the digital platforms, and the public feedback, and develops recommendations to improve the internal operation and enhancement of the overall creative services program to improve public acceptance of the NSF program.

Reviews and analyzes programs and policies and their impact on the way information is disseminated to and the feedback received from outside officials at the Federal, state and local levels and the media, social media, website, and digital platforms as well as the general public.

Applies new methods and approaches to conceive, plan, and evaluate agency-wide external programs, campaigns, projects, or studies, such as developing a unified strategy to enhance various aspects of the agency's mission.

Directs digital assets across multiple platforms, including government-owned and contractor operated multimedia assets. Manages the planning, creation, production, and distribution of agency-related content and information across multiple digital platforms.

Synchronizes efforts and leads digital strategy planning development.

Manages the development and distribution of communications material over the various digital dissemination platforms.

Supervision (30%)

The employee is a second level supervisor and provides oversight for the branch through subordinate supervisors and non-supervisory staff.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

For the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in federal service developing strategic communications plans for an organization.  Examples of experience include: developing communication tools, plans and methods; directing and managing digital medial strategies across multiple platforms; branding an organization; and performing overall supervisory functions of a public relations staff.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
