Summary

You will serve as a Speech Pathologist in the Educational and Developmental Intervention Services (EDIS) Department of NAVAL HOSPITAL OKINAWA. The purpose of this position is provide early intervention services to developmentally delay and disabled children and their families. The primary function is to provide speech and language diagnostic/evaluation and treatment services to eligible children ages birth to 3 years old.

Help
  • You will execute a full range of direct pediatric speech/language procedures and treatment services for Educational and Developmental Intervention Services (EDIS).
  • You will employ pediatric specialty techniques to manage clients with a combination of mild to severe speech impairment, developmental, learning, and behavioral impairments from birth through 3 years of age.
  • You will educate the parents and the family of each client regarding assessment and treatment goals and procedures, patient right, available community program and educational services for handicapped children and their families.
  • You will identify the positive and negative factors among the oral structures and functions as they relate to prognosis and the need for referral to other specialties.
  • You will incorporate case history and clinical findings into a comprehensive report/multidisciplinary evaluation, including factors affecting prognosis and recommendation.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • Must be able to obtain and maintain a U.S. Passport.

  • Work is performed in a health care setting where there is contagious disease, radiation, and infection.
  • This position requires a current, active, and unrestricted license as a Speech Pathologist in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver?s license.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing speech and language diagnostic, evaluation and treatment services to developmentally delayed and disabled children who have been identified as needing early intervention services.Applicants may substitute specialized experience with meeting one or more of the education requirements below:

  • Ph.D. or equivalent doctoral degree OR
  • 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree OR
  • LL.M., if related OR
  • A combination of specialized experience and education totaling 100%.
SELECTIVE PLACEMENT FACTORS:This position has selective placement factors that will be used to screen out ineligible candidates. Failure to document the selective placement factors in your resume or application documents will result in an ineligible rating. The selective placement factors are:
  • 1) Possession a Certificate of Clinical Competency (Speech-Language Pathology) from the American Speech Language Hearing Association (ASHA).

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

  • A graduate or higher level graduate degree that included 18 semester hours in the field of speech pathology with approved clinical practice that was approved, recognized, or accredited by the Council on Academic Accreditation in Audiology and Speech-Language Pathology (CAA) of the American Speech-Language-Hearing Association (ASHA) at the time the degree was obtained.
  • A full, current, and unrestricted license to practice Speech/Language Pathology and Audiology in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. If you have previously worked in a federal position for 5 years or more in a foreign location and have not had a continuous physical presence in the United States or a non-foreign area (i.e. Guam), a waiver to the 2-year physical presence requirement and an overseas tour extension must be requested and approved prior to appointment.
