Duties

Help

The incumbents assist senior staff in developing and presenting “hands-on, minds-on, hearts-on” education and interpretive programs that facilitate understanding and appreciation of the Pacific Northwest Coast’s cultural and natural heritage, and promote stewardship of all national public lands.

Assist in research, development, and presentation of “first person” and “third person” costumed tours of Yaquina Head Lighthouse for education groups and the general public.

Assist in the research, development, and presentation of environmental education and interpretive programs, focusing on intertidal ecology, marine mammals, and natural history of the Pacific Northwest Coast for education groups and the general public.

Assist in the coordination and instruction of interpretive skills, education skills, intertidal ecology, and lighthouse history workshops for seasonal staff and volunteers.

Conduct foot patrols of the park including climbing a 114-step stairway within the lighthouse, a 135-step stairway to access the Marine Garden, and walking on the uneven and slippery algae covered rocks within the tidepools to provide education and interpretive services and facilitate visitor compliance with site regulations and policies.

Collect fees and issues federal recreation passes as designated collections officers.

Physical Demands: The employee must be in good health and be able to work effectively in isolated situations. Indoor work involves long periods of sitting, standing, and walking on concrete floors. Outdoor duties require moderate to heavy exertion, such as hiking over wet, muddy, or uneven terrain. The employee must be able to climb and descend several times each day the 114 steps of the ninety-foot tall, open, spiral stairway within the historic lighthouse and the 135 step stairway descending an ocean cliff to the tidepools. The employee must be able to walk on uneven rocks, loose cobble, and slippery algae-covered surfaces within the tide pool area. Work frequently includes lifting and carrying of equipment and supplies weighing up to 50 lbs.

Work Environment: Work performed outdoors may occur under a variety of climatic conditions. Summers are characterized by fog and winters are characterized by high winds and heavy rain. During summer the Yaquina Head Outstanding Natural Area hosts a plethora of non­ biting kelp flies. Office space is shared among Yaquina Head employees, as are most resources. Most buildings are climate controlled. The historic lighthouse is not heated nor air conditioned and thus the indoor work environment is often cool and damp. Work in the lighthouse occurs in small rooms and are often crowded with many visitors. The employee is required to observe BLM safety guidelines and to conduct duties in an orderly manner so as not to endanger self, fellow workers, visitors, or property.

Qualifications

Specialized Experience Requirements:   

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.  

For GS-05: collecting fees in an interpretive/ educational gift shop, interpretive center, or other facility; meeting with the public or school groups in a park or historical setting to provide information.  Or 4 years of education above high school.

For GS-06: In addition to those duties listed for GS-05.  Researching, developing and presenting interpretive programs that facilitate affective appreciation and cognitive understandings of natural resources and the cultural heritage of public lands, presenting living history performances;

For GS-07: In addition to those examples for the GS-05 & 06 levels, presenting interpretive skills training to other staff and/or volunteers; assisting with the development of brochures, newsletters and news articles; assisting with research, development and presentation of standards-linked educational programs that utilize park resources to meet the curriculum objectives of school groups.

For the GS-06 and GS-07 grade levels graduate education may not be substituted for specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factors: This position requires special qualifications that have been determined to be essential to perform the duties and will be used as screen out elements. Those who do not provide evidence that they possess the following selective factors will be rated not qualified:

1) Able to climb and descend steep inclines such as stairways, both indoor and outdoor.

2) Able to stand in small, confined, and crowded spaces for periods of up to four hours.

3) Able to walk on uneven, slippery surfaces, and hike on hilly terrain for 1 to 3 miles daily.

3) Practical knowledge of standardized interpretive principles, concepts, and methodologies and skill in applying this knowledge to the development and presentation of interpretive programs.

4) Skill in handling large sums of money in a busy work environment.

5) Ability to gather data and apply findings to assist in developing concise and organized reports and presentations, matching the natural and cultural resource history of Yaquina Head with agency objectives and the interests of a variety of professional and general public audiences.
