Duties

Help
  • Responsible for the overall management and operation of Center procurement activities, including planning and implementing acquisition strategies, issuing solicitations, conducting negotiations, processing awards, and administering contracts.
  • Operating under policy guidance and direction of the NASA Associate Administrator for Procurement, the Director, Procurement, serves as principal advisor to the Center Director and senior management officials for contracting and procurement matters.
  • Has primary contracting responsibility for flight hardware, flight payload activities, base support activities, construction of launch site facilities, ground support equipment, and studies.
  • Appoints warranted Contracting Officers and ensures KSC Contracting Officer Representatives are compliant with training and certification requirements, properly appointed, and effectively performing their delegated contract administration functions.
  • This position provides procurement expertise and oversight to Source Evaluation Boards (SEBs) on major acquisitions, conducts industry briefings, and serves on Award Fee Determination Boards.
  • Ensures procurement actions comply with appropriate statutes, regulations, policies, and practices.
  • Develops and monitors Center procurement policies and procedures, ensures competition is fostered in all acquisitions, and minimizes vulnerability to fraud, waste, and abuse.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Candidates must also demonstrate qualifications in the managerial and technical areas noted below. Education

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher
level contracting positions, including at least 4-years of experience in contracting or related positions. At least one
year of that experience must have been specialized experience at or equivalent to work at the next lower level of
the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the
position.

A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is
supplemented by at least 24 semester hours in any combination of the following fields: accounting, business,
finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or
organization and management.

Federal Acquisition Certification: Applicants must possess or be eligible for a valid level III Federal Acquisition Certification-Contracting (FAC-C) or Department of Defense Acquisition Workforce Improvement act (DAWIA) certification, or at a minimum, meet the current experience and education requirements or receive a FAC-C Level III (the level required at the agency for GS-13 and above positions in contracting).
