As a Supervisory Interdisciplinary A/E, you will serve as the Director, Design and Construction Division for the Regional PBS operation. The D&C director will oversee the execution of the various PBS design and construction, space planning, and interior design programs and projects.

Assigns workload and resources to subordinate supervisors, balances workload among subordinate units and establishes overall priorities and specific goals and objectives to be achieved. Leads the region in the development, interpretation and implementation of GSA national/regional policy through interaction with peers in other divisions throughout PBS. Develops the division's annual operating budget. Establishes and enforces controls to manage and document costs. Plans for contingencies within allotted funds.

Uses experience with the Region 1 Federally-owned inventory to provide input into prioritization of the Region’s 5-Year Capital Investment & Leasing Program (CILP) plan for prospectus level project submissions to GSA Central Office, OMB and Congress.

Provides leadership and professional expertise to the regional operations in matters of interpretation and execution of policy, procedures, and technical excellence. Has responsibility for coordination, interpretation and implementation of new policies and procedures with other Divisions and PBS organizations.

Recommends and ensures supplemental technical training for regional employees, with a focus on using project management principles used to direct all resources in team-based environments.

Participates in region wide assignment of work for regional priority projects and developmental assignments with management across the regional organization.

Coordinates the above overall functions with management team of other regional Divisions/Field Offices and Service Center organizations.

  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-15 salary range starts at $136,729 per year.  To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

This position is interdisciplinary, which means the duties and responsibilities closely relate to more than one professional occupation.  This position may be filled in one of the following occupations:  Architect or General Engineer

SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 in the Federal service.

Specialized experience is defined as experience in the design and construction of large project(s) usually totaling $100 million or more at any one time where the individual has coordinated the activities of architects, engineers, tenant agencies and construction contractors. Experience should also include directing all or large phases of a project including planning, pre-design, Architect/Engineer selection, site selection, and all design efforts, reviewing operations to evaluate progress and compliance with design requirements.

Knowledge to direct a program segment that performs professional Architecture/Engineering work involving the planning, design and construction, repair of the facilities, for the multi-state region.

Ability to centralize the management of Architecture/Engineering services, directly and significantly impacts the accomplishment of GSAs mission and those of client agencies throughout the region.

Ability to oversee the revision of long-range plans, goals, and objectives for the work directed.

Ability to oversee the overall planning, direction, and timely execution of all PBS design and construction programs and administrative activities, including development, assignment, and higher level clearance of goals and objectives objectives for supervisors of subordinate organizational units or lower organizational levels.

Ability to influence, motivate or persuade persons or groups to accept opinions or take actions related to advancing the goals and objectives of the design and construction business line.

Ability to plan and coordinate the work directed with the group managers, field office managers and outside contractors; and to resolve differences of opinion.

Ability to manage the development of design and construction related policy in response to changes in levels of appropriations or other legislative changes.

Ability to manage organizational changes throughout the organization directed, or major change to the structure and content of the program directed.
