This National Guard position is for a RESOURCE MANAGER, Position Description Number D0977000 and is part of the NM CFMO, National Guard.
- Serves as a principal advisor to the CFMO regarding resource management. Initiates,administers, and executes necessary actions for CFMO programs. Ensures regulatory and procedural compliance with the Master Cooperative Agreement (MCA), and other Federal, state and local regulations. Develops internal controls and monitors programs to ensure state priorities and mission objectives are achieved. Serves as a member of the Program Budget Advisory Committee (PBAC). Maintains liaison with Federal, state and local budget activities and conducts multi-level coordination with, but not limited to,USPFO, NGB, state, Federal, local and private officials. Develops and oversees the real property operations and maintenance cost reimbursement program and ensures that services provided to non-ARNG entities are recovered and accounted for.
- Oversees and performs program analysis, including planning, programming, budgeting,funds allocation, procurement, accounts management, internal controls, and reporting.Coordinates project funding and approves special project funding requests. Ensures identification of budget requirements and approves final submissions of financial plans and budget requests. Develops standard operating procedures for use of operating funds to ensure propriety of expenditures and funding obligations. Compiles fiscal funding reports;and advises the CFMO, applicable USPFO personnel/specialists, and state personnel of funding status and projected funding availability via briefings and/or written updates. Acts as the central point of contact for funds accounting among the State, USPFO, and other funding entities.
-- Provides expert guidance in the development and preparation of budget submissions,execution and closeout. Evaluates and validates budget proposals. Reviews, edits and consolidates annual and multi-year budgets and proposals for programs into consolidated budget submissions, grants proposals and other funding requests, ensuring that data in requests are formally and accurately documented.
-Analyzes and interprets historical information and determines cost-factors for negotiated agreements. Provides technical advice, reviews final drafts prior to execution, and manages financial execution of negotiated agreements. Provides managerial accounting data to the CFMO and branch personnel to assist in the identification of cost trends thatmay have extreme positive and negative impacts upon the state's facilities' funding situation.
-Administers, plans, coordinates, and directs the activities of subordinate personnel.These individuals may be on various types of employment status such as Technician,AGR, or state employees. Performs the full scope of supervisory personnel functions including the assignment of duties, participates in the interviews and selection of employees, schedules and approves leave, ensures indoctrination of new employees,provides training, evaluates performance, initiates action to upgrade positions, and resolves disciplinary problems. Establishes shift schedules and assigns personnel based on workload to ensure adequate coverage of operations. Supports and takes affirmative action with consideration of Equal Employment Opportunity in all aspects of personnel actions. Keeps employees informed of NGB goals, objectives, and policies, and informs management of employee input and concerns

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.

Qualifications
Military Grades: Officer, Warrant Officer and Enlisted
Compatible Military Assignments: OBR: 36B and 42B

MOS: 36B and 42A
SPECIALIZED EXPERIENCE: Must have at least 24 months of broadening finance, resource management, accounting and/or audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included training and guiding employees on finance programs and assigning tasks. Experiences involved balancing finance program work requirements, finance and budget program policies, and providing advice, mentoring, and direction on a wide variety of tasks; and, addressing employee performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on mentorship competencies that were provided to employees. Supervisory experiences improved training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have working knowledge of equal employment and affirmative action programs. Must have completed all academic education requirements.
-For hire consideration in the ARNG Construction and Facilities Management Office (CFMO), Resource Management Branch, an ARNG applicant must have a comprehensive working knowledge of planning, programming, budgeting, and executing regulations (DOD, DA, NGB, state, local, and other federal), guidelines, and processes. Must have a thorough knowledge of execution of NGB and state programs to ensure adherence to statutes. Must have a comprehensive knowledge of NGB and state goals, objectives, and priorities. Skilled and knowledgeable on working the budget program. Experienced in the identification, analysis, and resolution of a range of budgetary problems associated with program execution. Skilled in applying analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions that resolved conflicting goals and objectives. Must have working knowledge of the format and composition of financial documentation to support all budget processes. Experienced in using public laws that govern multiple ARNG and state program appropriations. Has a working knowledge of state and Federal accounting systems that administer CFMO programs. As a condition of continued employment in the ARNG GS-0501-12 supervisory positions, dependent on each position's certification level and contingent on the technician's military rank, the ARNG Title 32 technician must complete the higher financial management certification within 24 months of appointment to the position.???????
Education
Army National Guard Officers GS-12 Positions: An undergraduate degree from an accredited college/university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
Army National Guard Warrant Officers GS-12 Positions: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
Army National Guard Enlisted GS-12 Positions: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
