Provides advanced technical expertise on the design, development, and deployment of cybersecurity architecture to ensure the security of a 100-gigabit national enterprise level network, and supports the ongoing mission and activities of the Agency.
Leads the planning, direction, and execution of the NIH network security architecture that ensures the safety and security of NIH high capacity networks and compliance with the requirements of the Federal Information Security Modernization Act;
and other Federal cybersecurity regulations, policies, procedures, and standards.
Oversees the development of the network security architecture that incorporates: complex identity and access management and directory systems of more than 700,000 of researcher accounts and the general public in a global, federated environment.
Oversees the engineering, architecting, and operating network security technologies for enterprise-level network security frameworks including configuration management, vulnerability assessment and mitigation, threat detection, forensic analysis.
Oversees the engineering, architecting, and operating network security technologies for enterprise-level network security frameworks including , network access control, continuous performance monitoring, and incident detection and response.
Responsible for meeting with a wide range of technical and research staff at all levels to translate business needs into functional, available systems that deliver secure network services.
Leads and participates in dialogs with other internal and external groups to improve the network security posture of NIH.
Serves as the senior advisor to CIT and NIH senior leadership on all aspects of network security architecture;
Provides authoritative advice and counsel to management concerning network security architecture programs, policies, and strategic plans, and their effect on the accomplishment of CIT and NIH missions.
Responsible for direct oversight of enterprise level networks serving at least 40,000 users in more than 100 locations and facilities that transmits at least 6 petabytes of data per day.
Position is subject to a background investigation.
This position requires completion of a public financial disclosure report.

Qualification Requirements:

Applicants must meet the requirements for the GS-2210 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM QUALIFICATION STANDARDS 2210 SERIES
Experience: Involves performance of high-level research and development in the physical, biological, medical, or engineering sciences, or a closely related field (e.g., cybersecurity research).
The candidate must have at least 3 years of specialized experience in, or closely related to, the field in which the candidate will work; and
At least 1 year of this experience (specified in the above bullet) must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation.

To qualify, Candidates must possess experience at the senior level (GS-15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position and must be addressed within your five (5) page resume. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):
Experience in providing authoritative technical expertise and leadership on all aspects of cybersecurity architecture for modernized enterprise-level national computer networks, including determining requirements and developing an integrated architecture.
Extensive experience in managing, overseeing, and developing cybersecurity measures for modernized enterprise-level computer networks, including enterprise wide network security frameworks as well as vulnerability assessment and mitigation, threat detection, forensic analysis, configuration management, network access control, continuous performance monitoring, and incident detection and response.
Experience in operating within an environment that requires change and innovation, identification of significant actual and potential cybersecurity threats, development of specific network architecture and framework modifications and solutions to reduce cybersecurity risks.
Experience in developing, implementing and applying authoritative knowledge of relevant Federal cybersecurity regulations, policies, and standards in ensuring the adequacy of network security architecture. This includes discussions with Federal agencies, including increased communications between various national intelligence and homeland security agencies.
