The Senior Advisor, Legislative Affairs serves as a principal advisor to the Chief, Communications and Liaison and is responsible for providing coordination, control, and direction over projects and plans that involve complex, mission-critical compliance, enforcement programs, and transformation projects in support of the nation's tax policies. 

As a Senior Advisor, Legislative Affairs you will: 

  • Develop, plan, track, and monitor legislative developments within Congress and Congressional committees.

  • Design, plan, coordinate, and implement legislative strategies supporting the IRS’ legislative agenda to include formulating congressional and legislative responses and initiatives for assigned areas.

  • Provide in-depth technical analysis and senior-level advice related to short-term and long-term program policies, strategies, and objectives involving Congress for the Chief, C&L to implement the overall IRS strategy and vision for compliance enforcement programs.

  • Facilitate efforts to drive consensus across operating division lines on key issues related to legislative issues involving the re-engineering of business practices and procedures which enhance compliance enforcement operations and provide sound advice regarding required systems enhancements for product and service delivery to taxpayers.

  • Review and prepare legislative documents, correspondence, congressional testimony and reports, questions for the record, technical comments and analyses, budget formulations and appropriations materials, and other IRS presentations to Congress or Congressional, and legislative committees with C&L interest.

  • Maintain broad knowledge of Congressional developments, policy considerations, trends, and the internal climate that impact policies affecting the IRS and aid with setting C&L priorities and objectives.

  • Provide technical advice involving Congressional and legislative affairs regarding C&L operations, program controls, filing season requirements, and compliance enforcement program activities.

  • Serve as a key communicator with internal and external stakeholders (i. e. Congress and related partners) to obtain feedback concerning proposed Service actions to facilitate the timely filing and payment of tax obligations.

  • Develop and maintain relationships with internal and external stakeholders such as Federal government entities; monitor Federal legislation and regulations for their impact on IRS programs and policies.

  • Provide congressional, legislative advice and consultation to Division Chiefs and Directors to ensure complete and integrated compliance programs are developed and deployed; make recommendations on matters of program policy, expectations, and procedures to the Chief, C&L and other executives.

Qualifications

You must meet the following requirements by the closing date of this announcement.

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance. Failure to meet basic qualification requirements and all mandatory technical qualifications may result in disqualification.

In addition to the above: 

MANDATORY TECHNICAL COMPETENCY QUALIFICATIONS (TQs): All applicants must submit a written narrative response to the following TQs. You must address each TQ separately. Limit your written statements to one and half (1½) page per technical competency. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.

1. Describe your extensive knowledge and demonstrated experience of the congressional legislative process and ability to analyze and forecast the impact of proposed legislation and advise on ramifications for tax administration (such as tax compliance enforcement programs);

2. Describe your extensive knowledge and demonstrated experience working with a congressional tax-writing committee on behalf of a congressional member; 

3. Describe your extensive knowledge, skill and thorough understanding on the appropriations and budget process related to tax administration and tax policy with congressional members; 

4. Describe your extensive knowledge and senior level experience working with private-sector accounting firms, including briefing clients and preparing written analysis on tax legislation and other tax administration issues;  

5. Describe your extensive skills and abilities working in or with media and/or written publications dealing with technical details on tax administration and tax policy issues; and

6. Describe your in-depth understanding and working knowledge of accounting principles, accounting practices, and the application of tax administration, tax policy, and congressional legislation. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CONDITIONS OF EMPLOYMENT:

If selected for this position, you will be required to:

  • Complete a one-year probationary period (unless already completed).
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from to do so.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
  • Provide information to successfully complete a background investigation. Applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 (http://www.uscis.gov/files/form/I-9_IFR_02-02-09.pdf); one must be a valid state or federal government-issued picture identification. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Employees must maintain PIV credential eligibility during their service with the Department of the Treasury.
  • Undergo a pre-employment federal income tax verification. Federal law requires verification of identity and employment eligibility of all persons hired to work in the United States. The Internal Revenue Service (IRS) participates in e-Verify (Employment Verification). IRS will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS) with information from your Form I-9 to confirm work authorization. If it cannot be confirmed that you are authorized to work, we will provide you written instructions and an opportunity to contact SSA and/or DHS before taking adverse action against you, including terminating your employment.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and with an annual review.
  • Will be required to submit a Public Financial Disclosure Report, SF-278.
