Duties

Help
  • You will analyze needs and synthesize requirements information to develop requirements for program initiatives and planning.
  • You will direct the development of comprehensive program plans to ensure fulfillment of requirements, fiscal adequacy, and planned progress.
  • You will evaluate the impact of new resource levels such as budget cuts or increases, and updated estimates of resource requirements to take into account new or revised objectives, technical capabilities, new acquisition strategies, etc.
  • You will serve as a liaison and representative in negotiations with other commands and offices of the Navy, DoD, other governmental agencies and private organizations on matters pertaining to the assigned program.
  • You will manage requirements/design trade-offs and overall risk.
  • You will assure proper training for each team member and provide input for annual performance appraisals.
  • You will synthesize critical management issues, documentation, and relevant information to support program reviews.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Program Management Level III. Certification is required within 24 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band (NH-03) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Manager. Specialized experience must demonstrate some or all of the following: 1) Delivering an assigned product within allocated cost, schedule, technical, and support bounds; 2) Planning, managing, and controlling work efforts of team members; 3) Applying knowledge of the wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; and 4) Communicating with and providing direction to personnel at various levels.
