Duties

Help

The employee serves as a Supervisory Public Affairs Specialist in the Office of Legislative and Public Affairs (OLPA) under the Public and Media Affairs Branch.  The employee serves as the first-level supervisor for the team and performs all functions of a supervisor such as planning and assigning work; evaluating performance; providing advice/guidance; performing hiring functions; resolving complaints; performing disciplinary actions, when necessary; identifies training needs and increases productivity.

 Other duties include:

  • Overseeing the development of broad and in-depth program-specific public outreach, educational and media relations programs requiring the employee to develop new approaches to the NSF's most difficult and complex public affairs problems and issues that arise in these endeavors.
  • Serving as subject matter expert responsible for guidance, advocacy, and articulation of the agency position in the development and revisions of NSF communications with the media.
  • Managing the responses to national and local media inquiries based on direct contact as well as calls/emails fielded through the media line and inbox in a timely manner.
  • Directing and managing all national-level media strategies that include ongoing intense coordination and contact with media outlets, publishers and journalists.
  • Encouraging the development of opportunities to tell the NSF story with print and broadcast media including behind the scenes access in the field to highlight NSF activities and funded research.
  • Designing communications strategies by analyzing trends in public opinion to determine media relations program needs and assessing the impact of proposed and/or ongoing activities.
  • Managing the flow of national and local-level news releases.
  • Ensuring that media relations team members are focused on building relationships with reporters.
  • Overseeing the development of public affairs guidance (PAGs) for key media topics to include background, talking points and Q&A. Maintains the PAGs in coordination w/ public affairs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level in the Federal service being responsible for independently planning and administering a media affairs program. Examples of specialized experience include: developing media strategies and products for an organization; developing press releases, articles and other written communication materials related to the organization's programs; organizing press conferences and other such appearances; providing authoritative advice to senior leadership for improving the delivery of program information; and experience leading the development of digital products to communicate information to the public and media.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
