Duties

Help

As a PROGRAM SPECIALIST, GS-0301-5/7/9, your typical work assignments may include the following under supervision:

The Program Specialist will be responsible for a mix of professional, analytic, administrative, and clerical work. These responsibilities include but are not limited to:

    • Coordinating organization-wide and agency assignments on behalf of the Health Division to ensure accuracy and consistency with Administration policy.
    • Managing data requests to agencies on various budget, policy, and management topics. This includes understanding the details of these data requests; clearly explaining the request and its purpose to management; determining an appropriate review process and timeline; answering detailed questions from HHS, the U.S. Consumer Product Safety Commission (CPSC), and OMB staff; identifying data inconsistencies; communicating across teams, and divisions; reviewing responses for accuracy; and coordinating review across teams.
    • Communicating assignments and analysis clearly and succinctly, both orally and in writing, to multiple individuals within and outside of OMB.
    • Collecting and analyzing program and budget data and assisting in the review and analysis of agency budget submissions, legislation, research materials, and other information related to assigned areas.
    • Tracking congressional action related to appropriations and health policy, take notes and identify statements or amendments that run counter to administration priorities.
    • Assisting in legislative, economic, management, financial management, procurement, information, regulatory, and organizational analyzes.
    • Helping to support overall administrative efforts, such as filing, organizing meetings, and preparing briefing materials.
    • Supporting Division operations and other duties as assigned.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

AND

SPECIALIZED EXPERIENCE:

You may qualify at the GS-05 level, if you fulfill the following qualification requirement:

A. Participation in a 4-year course of study leading to a Bachelor's degree in any field from an accredited or pre-accredited college or university; OR

B. At least 3 years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-04 level in Federal service, that demonstrates the ability to (1) analyze problems, identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing; OR

C. A combination of education and experience as listed above.

You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR

B. One full year of graduate level education in an accredited or pre-accredited college or university. The education must demonstrate the competencies necessary to do the work of the position; OR

C. One year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability reviewing reports, documents, records, data, or other materials to verify completeness, correctness, and consistency; preparing and presenting results; coordinating and communicating with multiple individuals to complete projects or project activities; assisting in quantitative and qualitative analysis; planning and conducting projects; and performing clerical tasks such as arranging meetings and maintaining files. OR

D. A combination of education and experience as listed above.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

A. A Masters' or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree; OR

B. One year of specialized experience equivalent to the GS-07 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that included analyzing policy issues, identifying significant issues and policy options, and presenting results; coordinating and communicating with multiple individuals to complete projects or project activities; conducting quantitative and qualitative analysis; and planning, developing and conducting projects. OR

C. A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
