About the Position: This position is with the St Paul District, Operations Division. The St. Paul District of the Corps plans, designs, builds, and operates water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation. We are responsible for supporting inland navigation, helping communities reduce damages caused by flooding, environmental restoration, and emergency response to disasters.

Duties

Help
  • Serves as Operations Officer and Chief of the Operations Division. In this capacity serves as technical advisor and consultant to the District Engineer concerning emergencies both natural and national for the St. Paul District (MVP).
  • Manages a large, complex geographically dispersed organization and work program.
  • Responsible for the instruction and training of subordinates in the safe and efficient performance of their duties
  • Serves as technical adviser and consultant on operations and maintenance programs for flood control, navigation, construction, hydroelectric power production, water supply, recreation, land and floating plant, and regulatory functions.
  • Participates in public hearings, executive sessions, conferences, and other types of meetings pertaining to various aspects of the mission of the District.
  • Advises the District Engineer, representatives of MVD Office, OCE, members of Congress, state officials, public interests, etc., as required on special technical problems, with broad authority to agree on policies and procedures.
  • Maintains continuity between changes in command by advising newly assigned District Engineers on policy operation and maintenance programs and technical matters, as required.
  • Estimates, justifies and monitors budgets and all funding necessary for the entire District's responsibility for operation, maintenance, and emergency operations.

In order to qualify, you must meet the education and/or experience requirements described below. Series specific education and/or experience requirements (follow each applicable link): Specialized Experience, all series:
At least one year of specialized experience equivalent to the GS-14 in the Federal Government which includes: experience in directing the work of professional and technical employees engaged in accomplishing a mission which includes recreation and natural resource management, and Operations and Maintenance (O&M) for flood control, navigation, water supply, and/or regulatory activities and preservation of biological and natural resources.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
