  • As the Chief Counsel for the Inspector General serves as principal advisor on all legal matters relating to questions of law, legislation, and policies involving the operations of the OIG. The Chief Counsel, represents the OIG in legal matters, supervises other counsel within the OIG, and advises OIG senior executives and staff.  Chief Counsel also advises the Inspector General on matters of national importance and matters of national security.  In this capacity, serves as a member of the senior-level staff sharing responsibility for accomplishment of the OIG mission.   Represents the OIG to the Department of Energy (DOE) Office of General Counsel and the Department of Justice.  Directs research that involves extremely sensitive and complex matters relating to Departmental operations.  Researches complex legal issues which may typically involve sensitive and complex matters relating to the operations of DOE or OIG.  Conducts complex and difficult legal analyses relating to the drafting, interpretation, or application of federal statutes, rules, contracts, orders, decisions, opinions, guidance, or other legal instruments.  Analysis performed requires a high degree of original and creative legal endeavor in order to obtain a reasonable balance of conflicting interests, while understanding complex policy or factual issues, which previously may have been reviewed by attorneys in other organizations.  Cases or problems assigned are such that they can have the effect of substantially broadening or restricting the activities of DOE or OIG auditors, inspectors, investigators, and/or managers.  The nature of these assignments is frequently sensitive and confidential in nature. The outcome of such research and analysis frequently involves extensive monetary savings to DOE.  Coordinates with other federal, state, and local government agencies on OIG legal matters. Coordinates with private industry on OIG legal matters. 
  • The Chief Counsel must possess excellent judgment and discretion, strong critical thinking, legal analysis, and writing skills, and the ability to formulate effective, original, and practical solutions to complex problems. The Chief Counsel must be able to work effectively with the DOE Office of the General Counsel, other OIG program offices and Department officials to provide high-quality, effective legal analysis and recommendations directly to the Inspector General, Deputy Inspector General and Assistant Inspector Generals on a time-sensitive basis.
  • The Chief Counsel will plan work to be accomplished by his/her subordinates, determine work priorities and prepare work schedules for completion of work.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications and other qualifications, if applicable, listed below.

MANDATORY TECHNICAL QUALIFICATIONS:

All applicants must submit written statements specifically addressing each MTQs.  Statements should not exceed two pages per MTQ.  You must address each technical qualifications separately. 

  1. Demonstrated experience analyzing complex legal issues, including issues arising under statutes, rules, contractual provisions and case law, and providing independent legal advice to senior-level officials.
  2. Demonstrated experiencing in managing professional resources of an office or group to address problems and prepare complex legal documents.
  3. Demonstrated experience coordinating with other internal and external offices, and representing the organization to key individuals.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

Must possess a J.D. or LL.B degree and be an active member of the bar in good standing in any state, U.S. Territory, the District of Columbia, or the commonwealth of Puerto Rico. 

Additional information

You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Veteran's preference does not apply to the Senior Executive Service.
