This is a Reassignment Opportunity Bulletin: You must be currently serving or have previously served as a permanent GS-12 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 1895 series within the last five years to qualify under this Bulletin. If you hold or have previously held the GS-1895-13 level or higher and are willing to take a change to lower grade, you will also be considered for this position.

Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to detect and prevent terrorists and instruments of terror from entering the U.S. Apply for this exciting opportunity to strengthen Homeland Security by performing law enforcement activities such as inspection, intelligence analysis, examination, and interpretation of laws and regulations.

This position starts at a salary of $74,596.00 (GS-12, Step 1) to $96,978.00 (GS-12, Step 10) with promotion potential to $96,978 (GS-12, Step 10).

In this CBP Officer (Canine Enforcement Trainer) position, you will become a key team member of Homeland Security professionals detecting and preventing terrorists and instruments of terror from entering the U.S. Typical work assignments include:

  • Serving as the training officer of a canine enforcement unit performing technical, canine detection proficiency training and evaluative work.
  • Planning, coordinating, assigning, organizing, and evaluating all training activities within a canine unit.
  • Providing expert technical advice, implementing and coordinating team proficiency training needs, and planning and executing a variety of troubleshooting assignments involving delicate relationships and critical issues.
  • Ensuring compliance with animal health requirements and enforcing requirements pertaining to the safe handling of canines.
If going from an LEO Covered Position to a Secondary CBPO Enhanced Retirement Covered Position: Please be advised that when you enter on duty in this Secondary CBPO Enhanced Retirement covered position you will no longer be covered under the Special Retirement System for Law Enforcement Officers, but will only be covered under the Federal Employees Retirement System (FERS). Qualifications

Experience: You qualify for this position if you are currently serving or have served as a full-time permanent GS-12 with U.S. Customs and Border Protection (CBP) and are currently serving or have served in the 1895 series within the last five years. Your experience must demonstrate responsibility in performing the full range of CBP Officer duties. This experience must include duties such as:

  • Applying a comprehensive range of Federal laws, rules, regulations, and procedures relating to inspection and inspection-related investigations
  • Implementing and enforcing compliance with activities governing the admission of travelers or the import/export of cargo in and out of the United States
  • Developing overall plans and objectives for the organization by anticipating and solving canine training problems
  • Training experienced canine officers designed to maintain detection proficiency, update and enhance the knowledge of new or improved detector dog employment procedures
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Secondary CBPO Enhanced Retirement Requirement: The criterion is that knowledge, skill and ability in a position deemed to meet primary CBPO special retirement coverage is a mandatory prerequisite to satisfactorily perform the major duties and responsibilites of the job. In order to meet the requirements of this secondary CBP Officer position you must have permanently served in a primary CBP Officer Special Enhanced Retirement covered position, i.e. Customs Inspector , GS-1890, Immigration Inspector, GS-1816, Canine Enforcement Officer, GS-1801, or CBP Officer, GS-1895.

Note: If you currently serve in a permanent Secondary CBPO Enhanced Retirement covered position, you are exempt from this mandatory prerequisite.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/13/2019.

Physical Fitness Requirement: You will be required to successfully pass the Pre-employment Fitness Test-1. Please see the Pre-employment Fitness Test-1 Readiness Program for additional information. This is a 6 week program designed to assist you in achieving a level of physical fitness that will help you successfully pass the CBP fitness tests.

Firearms Requirement: You will be required to carry a firearm and maintain firearm proficiency. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. You will be required to certify whether you have ever been convicted of such an offense. False or fraudulent information is criminally punishable by fine or imprisonment.

This position is not covered under the bargaining unit.

Work Conditions: This job requires a great deal of running over rough, uneven rocky surfaces; climbing heights; heavy lifting of cargo, detector dogs, etc.; and extensive pushing, stooping, kneeling, crawling, crouching and reaching often in adverse weather conditions.

CBP Certified Canine Instructor Training: If you have not already done so, you will be required to attend a 12 week course of instruction within 365 days of selection at the CBP Canine Center Front Royal (CCFR) in Front Royal, Virginia.

Vision Requirements: You must have good vision in each eye, with or without correction, In order to be able to read printed material the size of typewritten characters and also distinguish shades of color.

Hearing Requirements: You must be able to hear the spoken word at 20 feet with each ear without the use of a hearing aid.

Uniform: This position requires you to wear an officially-approved uniform while in a duty status.

Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators.

Data Systems: You will be required to maintain access to all data systems necessary for duty execution.

Shift work: You may be required to perform work on a shift and rotational basis.

Motor Vehicle Operation: You must possess a current valid State driver's license at the time of appointment.

Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.

  • Extensive knowledge in a variety of areas related to utilization of detector dogs in preventing the importation and exportation of contraband and other prohibited items.
  • Knowledge of CBP laws and regulations as well as those of other Federal agencies.
  • Comprehensive knowledge of animal psychology and behavioral patterns in order to build on and modify the natural patterns to train the dog to become an effective detector.
  • Ability to recognize the various canine maladies in order to know when the dog needs medical attention.
