Summary

This position is located in the Foreign Animal Disease Research Unit (FADRU) at the Plum Island Animal Disease Center (PIADC), Northeast Area, Agricultural Research Service (ARS),U.S. Department of Agriculture (USDA), in Orient Point, New York.

The mission of the FADRU is to develop scientific knowledge that will lead to prevention and control measures against foreign animal diseases such as foot-and-mouth disease (FMD), classical swine fever (CSF) and vesicular stomatitis (VS) among others.

Duties

Help
  • Performs tests and analyses by applying established analytical methods and procedures or by operating an automated analytical system according to established operating procedures.
  • Independently perform recurring tests and analyses, evaluate methodologies, and make minor modifications of procedures and protocols related to the assigned duties.
  • Prepares results of findings from experiments conducted, including initial interpretation of significance to the overall project, for inclusion in manuscripts, technical reports, oral presentations, and progress reports.
  • Calibrating and operating specialized microbiological and chemical laboratory equipment.
  • Recognize the significance of unexpected results, and suggests minor modifications of procedures and protocols to ensure validity of testing and data.

  • Required to work in a biosafety level 3Ag environment where high threat livestock biologic agents can be transmitted by aerosol.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:

  1. Degree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.
OR
  1. Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown above, plus appropriate experience or additional education.

In addition to the basic requirement above, all applicants must meet the following minimum qualifications:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

At the GS-07:
Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting conducting microbiological or molecular biological research; collecting or analyzing microbial samples; maintaining or using scientific equipment; and assisting with managing data related to microbiology.

OR

Education: 1 year of graduate level education or super academic achievement, if related. Related degrees include microbiology, biology, chemistry, molecular biology, or basic medical sciences.

OR
Completion of a 4-year course of study leading to a bachelor's degree, with Superior Academic Achievement (S.A.A.).

Superior academic achievement (SAA): Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) A grade point average of B (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; OR (2) A grade point average of B (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; OR (3) Rank in the upper one-third of your class in the college, university, or major subdivision; OR (4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

OR

A combination of graduate level education and specialized experience as described above.

At the GS-09:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting microbiological or molecular biological research; collecting and analyzing microbial samples; maintaining and using scientific equipment; and managing data related to microbiology.

OR

Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree, if related. Related degrees include microbiology, biology, chemistry, molecular biology, or basic medical sciences.

OR

A combination of graduate level education and specialized experience as described above.

Other Conditions:

For health and safety of the incumbent and to prevent the spread of disease, immunization against diseases being studied at PIADC which are transmissible to humans may be required where the vaccine has been approved by the Food and Drug Administration for safety and
effectiveness under the provisions of the Federal Food, Drug and Cosmetic Act, as amended in 21 USC 321-392. Where the vaccine has been approved by the Food and Drug Administration for investigational purposes, the incumbent will be advised that such immunization is voluntary.

This position requires:
- Participation in and adherence to the facility's Occupational Health Program;
- Participation in and adherence to the facility's Personal Reliability Program;
- The ability to obtain/maintain a Security clearance;
- The ability to obtain/maintain Select Agent clearance.
- The ability to participate in sample collection from large animal species.

To prevent the transmission of disease out of biocontainment and retention of the position, the incumbent must meet the following medical standards in a pre-employment medical examination conducted after the receipt of a preliminary job offer and on a periodic basis:
- Ability to shower out of biocontainment one or more times per day and:
- Not have any skin condition which would prevent this;
- Body piercings must be able to be removed prior to entry;
- External medical assist devices must have the ability to be removed prior to entering biocontainment, and the individual must still be able to shower out safely without assistance.

Due to the contagious nature to livestock of Foot-and-Mouth disease, and other diseases under study at PIADC, Biological Safety Regulations specify a personal quarantine for employees working in BSL-3 biocontainment. As a condition for employment, all personnel entering the BSL-3 biocontainment facilities at Plum Island shall not be in contact with specific susceptible animals and their premises off Plum Island for a period of five (5) days after leaving bio-containment. Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near contagious agents affecting these species. Restricted livestock or other restricted animals may not be housed on the premises where the employee lives and where the quarantine cannot be enforced. Employees who violate this requirement may be removed from employment or subject to other disciplinary actions.
