Help

The employee serves as the Program Manager with responsibility for planning, implementing, assessing, and optimizing the various initiatives and activities of the program.  The employee contributes to the Office’s responsibility for establishing goals and objectives, initiating new program thrusts, revising current activities, and potentially phasing out some programmatic areas.  Specifically:

PROGRAM PLANNING AND MANAGEMENT 50%

Serves as the technical expert and senior project manager on all matters relative to the long-range planning and outreach efforts.  Maintains oversight of NSF Convergence Accelerator research projects to include projects aligned within and between the Cross Functional Teams (CFT).  Monitors and provides expert and authoritative advice impacting the long-range planning and outreach efforts for the various research projects.  Evaluates, analyzes and provides expert insight on issues affecting existing and developing high-priority NSF Convergence Accelerator projects to include time line for completion.  Maintains a balance of support for all the needs of the research and education enterprise through program, office, Foundation, and/or interagency activities.

Manages program resources to provide optimal appropriate scientific judgment to ensure integrity and consistency in the grant/declination process without conflict-of-interests, and with balance among appropriate sub-fields and institutions, and participation of all qualified scientists.  Maintains a thorough understanding of investment strategies.  Incorporate cross Directorate responsibilities into program administration.  Manages an effective, timely merit review process, with attention to increasing the size and quality of the reviewer pools and insuring participation by women, minorities and disabled scientists.  Provides scientific expertise, evaluation and advice for other programs in NSF, including international programs, other research programs, and cross-directorate programs.

Advises and manages the development of short-and long-range plans, establishing goals and objectives for research and infrastructure programs.  Plans the budget for the program(s) considering past, present and future fiscal years, allocate resources within that budget by distributing scarce resources among major competitive programs, and mange post-award evaluation.

Serves as a member of crosscutting, fast-paced, and interactive teams as well as an individual contributor.  The employee works across government agencies and other organizational boundaries to promote NSF activities and to leverage program funds through interagency collaborations requiring support within and outside of NSF.

REPRESENTATION, COMMUNICATION AND LEADERSHIP 50%

Represents the program, office, and Foundation within the scientific community, with other NSF Divisions, with other appropriate agencies and organizations, and with the public, accurately reflecting NSF policy and positions.  Develops and oversees the linkages to other NSF units and other Federal agencies in pursuit of the overall NSF mission.  Performs outreach to the broader research community to increase awareness of the program to attract more applicants.  Performs outreach to the private sector and other relevant organizations such as non-profits in order to develop partnerships that will enable program grantees access to the additional resources that are necessary to realize the potential of their research such as data, narrow subject matter expertise and funding.  Builds relationships with entrepreneurs and technology start-ups and/or other small businesses performing early phase technology investment.

Provides authoritative guidance to grantees in the areas related to the maturation of their research into usable end products such as product development, team building, communications, gap analysis, fund raising and other relevant areas. 

Develops training programs for and provides guidance to grantees in areas outside their areas of expertise that are relevant to their achieving of the end goals of the grant award such as entrepreneurship and communication. 

Provides authoritative guidance to grantees in understanding and building the skillsets to develop market landscapes and performs market analysis to enable outreach to appropriate partners and end users while identifying areas of overlap with other groups working on the same topic.  Provides authoritative guidance to grantees in identifying and attracting additional team members who will fill gaps to increase probability of successful delivery of product.

Participates in staff, panel, committee and other meetings, providing input relevant to program area and/or office.

Qualifications

To qualify for the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in federal service performing long-term planning and research management activities. Examples of experience includes: experience managing complex projects; overseeing the merit review process; performing budget development and oversight of financial resources;  performing a wide variety of analytical oversight and evaluation activities; and serving as a representative for a research oriented organization to other organizations and the general public.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
