CISE’s mission is to enable the U.S. to uphold its leadership in computing, communications, and information science and engineering; promote understanding of the principles and uses of advanced computing, communications, and information systems in service to society; support advanced cyberinfrastructure that enables and accelerates discovery and innovation across all science and engineering disciplines; and contribute to universal, transparent, and affordable participation in an information-based society.

Duties:

  • Develops and executes an overall science communications strategy in consultation with OLPA for the directorate’s programmatics, investments, and impacts, taking into account key audiences; communications objectives; Administration, Congressional, and public priorities; and a range of communication mechanisms.
  • As part of the overall science communications strategy above, also develops timely, aligned strategies for specific campaigns about directorate programmatics, investments, and impacts. Is opportunistic about communications and messaging in these cases, coordinating proactively with counterparts in other NSF directorates and offices for cross-directorate and NSF-wide efforts and current events.
  • Serves as the directorate’s Science Communications Coordinator liaising between directorate staff, OLPA, and the broader community that CISE serves.
  • Works closely with CISE staff to surface programmatics, investments, and impacts suitable for communications, in alignment with the overall science communications strategy.
  • Keeps abreast of directorate priorities as well as the priorities of target communities/stakeholders/audiences.
  • Designs and develops, including serving as the primary author and/or reviewer of, a wide variety of written and online communications, including but not limited to website announcements, news articles, editorials, blogs, presentations/speeches/remarks, web presence, social media, and reports responsive to the communications goals and target audiences described above. Together with the OLPA public affairs specialists, staffs interviews and supports press interactions involving CISE staff.
  • Develops materials that capture and creatively present factual information about various areas of research, education, and research infrastructure of interest to the directorate, and may reflect current directorate priorities or longer-term campaigns.
  • Develops and executes strategy and processes for expanding and refreshing communications through the CISE website and other NSF online media.
  • Develops and executes strategy and processes for other communications and outreach, including but not limited to NSF-funded conferences, media events, and road shows.
  • Generates and tracks relevant scientific and/or administrative data, including about the overall science communications strategy, in order to drive future decisions about communications and messaging. Separately, uses data to prepare analytical and interpretative reports and guides.
  • Works in close collaboration with CISE staff on special projects.
  • Meets and collaborates with NSF staff, governmental staff, and members of the S&E community to gather information needed to carry out the above tasks.

Qualifications

Candidates must have a Ph.D. in Computer Science  plus after award of the Ph.D., four or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in Computer Science plus after award of the degree, six or more years of successful research, research administration, and/or managerial experience pertinent to the position.

This position is outside the competitive civil service.
