Summary

The Office of Audit Services is responsible for protecting the integrity of HHS operations and programs by conducting audits that identify and report ways to improve the economy, efficiency, and effectiveness of operations and services to beneficiaries of HHS programs, and help reduce fraud, waste, abuse, and mismanagement. OAS conducts audits and oversees audit work performed by others. OAS conducts work in accordance with Government Auditing Standards and follows applicable legal requirements.

This position will serve as the Supervisory IT Cybersecurity Specialist for the Cybersecurity and Information Technolgy Audits Division within the Office of Audit Services. The incumbent will assist the Assistant Inspector General (AIG) in providing oversight and strategic direction to the OAS Cybersecurity and Information Technology Audit Division (CITAD) whose cybersecurity and information and technology (IT) work identifies and makes HHS aware of risks and vulnerabilities not yet enumerated by HHS during the normal course of operating its systems and enables the Department to enhance and maintain its cybersecurity posture.

If selected as the Supervisory IT Cybersecurity Specialist, GS-2210-15, the incumbent will be responsible for performing the below functions:

  1. Review, analyze, and provide budget formulation and execution for special CITAD projects and resource needs, among multiple stakeholders, and serves as the cybersecurity expert.
  2. Manage and monitor cybersecurity and IT audits of data and systems maintained by or on behalf of HHS and its Operating Divisions and Staff Offices.
  3. Provide expert guidance for implementing cybersecurity and IT strategies to support audit requirements.
  4. Oversee and lead the coordination, planning and implementation of cybersecurity projects or other special projects that cross OIG functional lines, and/or may require the technical expertise and support of other OIG staff.
  5. Develop and implement a work plan and associated budget, personnel, and contract requirements.
  6. Manage the development of policy changes in response to changes in levels of appropriations or other legislative changes.
  7. Represent the AIGAS at policy-making conferences and work groups with other Departmental officials, other government agencies, and professional organizations in matters directly or indirectly impacting on assigned areas of responsibility.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:


Specialized experience must demonstrate an accomplishment of project assignments such as, (1) wide range of advanced comprehensive understanding of IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services; (2) providing strategic direction to the Cybersecurity and Information Technology; (3) providing technical expertise in the design and implementation of cybersecurity and IT solutions; (4) evaluating and recommending the deployment of cybersecurity solutions and applications to carry out audits; and (5) coordinating, planning and implementing cybersecurity projects or other special projects that cross functional lines, and/or may require the technical expertise and support of other staff.

THERE IS NO EDUCATION SUBSTITUTION AT THE GS-15 GRADE LEVEL.
