The Deputy Director DCSA Critical Technology Protection is one of two Deputy Directors of DCSA. The position reports to the Director, DCSA, a Tier 3 position.The following responsibilities apply:
As One of two Deputy Directors for the DCSA, you will be responsible for meeting the goals and objectives of the agency by ensuring efficient and cost effective workload management of all assigned missions, including serving as a principal advisor and consultant to the Director, DCSA, in all mission and enabling functions of the agency, including, but not limited to, strategic planning, budget/resource management and execution, quality management of all DCSA programs and operations, and administering and implementing: 1) the defense portion of the National Industrial Security Programs (NISP); 2) additional industrial security services ensuring compliance by all with DoD physical security requirements; 3) security education, training and awareness programs for all DoD, Federal government, employees of US government contractors and employees of selected foreign governments; and 4) creating internal procedures, programs and developing internal management controls to identify resource requirements and systems to monitor the resources and quality of work as it relates to all assigned missions. These broad responsibilities include:

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
Current Senior Executive Service (SES) members do not have to submit ECQ's, but must submit MTQ's in accordance with the requirements listed under "Qualifications".
Failure to submit all of the documents on time will result in automatic disqualification.
All current and former Federal employees must submit a copy of your latest SF-50 showing your tenure, grade and step, and type of position occupied (i.e., Excepted or Competitive).
The incumbent selected for this position will be required to serve a two-year DCIPS trial period unless required trial period has been served.
Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-13 or DCIPS Pay Band 3 level, and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions.
If selected, non-DCIPS candidates must acknowledge in writing that the position they have been selected for is in the excepted service and covered by DCIPS.
