Summary

This position is located in the Legislative and Regulatory Review Staff (LRRS) office of the Agricultural Marketing Service, Office of the Administrator in Washington, D.C. You will serve as a Legislative Analyst reporting to and supervised by the LRRS Director and will be assigned to carry out Congressional affairs functions for Agency programs.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Monitors legislative proposals and other congressional activities.
  • Analyzes regulatory and legislative actions to determine the degree of impact upon Agency programs.
  • Apprises Agency managers of these activities and their potential impacts and advises them on appropriate means of responding.
  • Assists in developing Agency or Department positions on pending legislation and prepares legislative reports expressing these positions.
  • Serves as point of contact and resource person for congressional staffs and committees for information on Agency programs.
  • Works closely with program officials and counterparts on the Public Affairs staff to prepare and/or contribute to the development of communications plans for significant rule-makings.
  • Seeks opportunities to strategically reach out to key congressional staff on issues of particular interest or concern.
  • Works with Agency programs to identify areas where they may need to seek additional legislative authority and develops appropriate language and strategies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

- Interpreting and applying administrative laws, policies, regulations and precedents applicable to the administration of public programs.
- Working with the legislative process and using the knowledge to analyze legislation to determine potential impacts on programs, authorities, and operations.
- Using diverse research tools to track and monitor pending legislation.
- Communicating effectively both in oral and written communication with congressional offices, government agencies, and stakeholder representatives.

OR, Ph.D. or equivalent doctoral degree in one of the following fields: Accounting, Business, Finance, Law, Political Science, or Organizational Management; or directly related.

OR, 3 full years of progressively higher level graduate education leading to such a degree;

OR, LL.M., if related

Equivalent combinations of education and experience are qualifying at this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

For CTAP & ICTAP, well-qualified means that the applicant meets the qualification standard and eligibility requirements for the position, meets basic qualification requirements, meets all selective factors where applicable is able to satisfactorily perform the duties of the position upon entry, and is rated at 85 or above on the applicant assessment.
