Duties

Help

These organizations provide the basic structure for BIO. They support both disciplinary activities and partner effectively with each other and with other parts of NSF.

The Directorate Administrative Coordinator serves as an advisor to the Deputy Assistant Director and Directorate Operations Officer and works closely with BIO management on technical and sensitive matters relating to managerial, administrative, and business activities. Specific duties include: 

Administrative Planning & Coordination 

Develops and implements short and long-range plans that align administrative and business operations (e.g. budget, human resources, program support analysis) with Directorate programmatic goals and objectives
Ensures administrative management issues are addressed and resolved in a timely and inclusive manner 
Ensures Directorate-level administrative policies and procedures are communicated and made available for all staff

Business Process Evaluation & Improvement

Ensures the administrative, operations and program support work is meeting the needs, goals and objectives of the scientific programs 
Evaluates and advises on BIO administrative methods and procedures, facilitates the development of new and/or improved business management practices
Analyzes new requirements and programs for impact on the Directorate, develops and oversees implementation strategies 
Prepares presentations, makes recommendations and identifies and proposes solutions to management issues

Budget & Human Capital

Represents the Directorate on business-related committees (e.g. new systems, human resources) and leverages best practices shared by business organizations (BFA, OIRM) and other Directorates 
Coordinates Directorate-level budgetary monitoring and analysis, oversees the BIO Agency Operations and Award Management (AO/AM) budget 
Facilitates the development and implementation of robust HR tools and processes (e.g. organizational charts, annual performance management process, tracking full-time equivalent (FTE)/Intergovernmental Personnel Act (IPA) allocations)

Workforce Planning & Employee Engagement

Directs and/or conducts Directorate workload and workforce analyses to meet future Directorate demands
Analyzes annual Federal Employee Viewpoint Survey (FEVS) results and facilitates employee engagement action planning across BIO  
Facilitates analysis and sharing of promising practices that could improve employee engagement and performance (e.g. work-life balance, inclusive work environment, employee recognition) 
Evaluates and advises on administrative staff career development and training

Supervision

Supervises the performance of administrative staff within the Office of the Assistant Director.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level, you must have 1 year of specialized experience equivalent to the GS-13 level in the Federal Service. Specialized experience is characterized by a thorough knowledge of and demonstrated expertise in quantitate and qualitative techniques in order to analyze, evaluate, and asure the effectiveness and efficiency of organizational operations. This experience must have provided you with the ability to plan, organize, coordinate the work for yourself and others; to use creativity and ingenuity in development, analyzing, and proposing solutions to management problems and training activities; and demonstrate your capacity to communicate orally and in writing through complex reports, policy guidance and presentations to diverse groups.  

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
