DUTIES INCLUDE:

  • Serves as a Management Analyst with responsibility for providing sound analytical advice to the Office Head, Deputy Office Head, Senior Advisor, and Administrative Manager in matters relating to administrative and management issues. Works under the general direction of the Administrative Manager who provides broad guidance and direction.
  • Plans, schedules, and conducts special projects and complex, multifunctional management analyses studies to evaluate and recommend ways for improvement. Identifies data required for use in the management and direction of programs; develops and establishes new methods for measuring and improving operational effectiveness and productivity.
  • Researches and investigates new or improved business and management practices containing sensitive information and factoring the impact on the workforce (bargaining and non-bargaining unit employees) to make recommendations for implementation.
  • Assists team members and senior staff on the implementation and administration of short and long-range plans, goals, and objectives for changes and improvements within the OIRM Front Office. Participates with senior staff in setting goals and direction for OIRM.
  • Develops internal standard operating procedures to ensure efficiency and consistency with NSF administrative and office procedures. Responsible for researching, recommending, and implementing technology solutions for the OIRM Front Office in coordination with the Division of Information Systems (DIS). Independently works on special assignments and projects of a sensitive and/or high priority nature.
  • Leads projects or studies of moderate scope and depth. Represents the OIRM Front Office on various committees and groups.Coordinates, fosters, and initiates partnering activities with Directorates and Offices. Assists with the development and dissemination of internal communications; makes presentations pertaining to internal communications tools. May serve as Contracting Officer's Representative (COR).
  • Participates in regular meetings with the Office Head, Deputy Office Head  and other senior staff across the Foundation to apprise of any significant developments, provide updates concerning the status of this effort, and pre-decisional conversations pertaining to approaching the Union about items for bargaining.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify for the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 in the Federal service. Examples of specialized experience include the following: collecting and analyzing data, evaluating program activities, developing detailed plans, scheduling, coordinating, and management of projects/programs for improved operational effectiveness. 

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
