This position in the Division of Materials Research (DMR) has regional or organizational activities that extend outside of the Nationals Science Foundation (NSF) including universities, grantors, facilities, etc. that have cooperative agreements with NSF. The incumbent performs a variety of Program Analysis assignments in support of special or on-going projects in the activity to which assigned. Projects may involve end-to-end merit review and award management, administrative program reviews, cross directorate administrative activities, and organizational studies related to programs, reorganizations, resources utilization, budget portfolio management, etc., to determine appropriateness or to make recommendations impacting the efficiency of operations. The position involves experience in developing reports and data analyses in Oracle Business Intelligence Enterprise. The incumbent is under the supervision of a Division Management Official equivalent position.

DUTIES

The incumbent applies analytical techniques and information management skills to capture, assemble and disseminate data for assigned projects. The incumbent conducts analyses, prepares evaluations, coordinates activities, and provides advice to management in one or more of the following areas:

  • Serves as an analytical resource for scientific attributes and answers questions about how to access critical program data and analytical information.
  • Gathers raw data from multiple scientific sources, such as literature databases and scientific databases in order to design queries; and analyzes and presents findings to management.
  • The incumbent conducts moderate to very complex qualitative and quantitative analyses, using research trends and outcomes to inform proposal processing activities and policy related to scientific content.
  • Prepares analytical, comparative and statistical reports of program activities.
  • Ability to serve as the division “webmaster”, oversees the highlight process, coordinates with cognizant Program Directors or division management on needed changes, and revises information while working with the directorate IT staff as necessary.
  • Plans, develops, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables including recommending changes in policy and management activities for these projects. Examples of assignments include: the impact on internal resources of newly funded program initiatives; making recommendations on the redistribution of resources due to budget cuts; and identifying external resources that may be available to support organizational programs; and providing analyst support for the facilities competition process including publication, evaluation, and awarding of cooperative agreements.
  • Performs management studies to evaluate and measure the progress and success of projects assigned to identify and recommend ways to improve the effectiveness and efficiency of cross directorate programs and activities.
  • Collects pertinent statistical data and narrative information from a variety of sources within and outside NSF. Applies various analytical techniques to data management systems in order to identify patterns and trends. Develops tracking and reporting systems to monitor activities to ensure that activities meet established guidelines and schedules.
  • The incumbent actively participates in management meetings held to make decisions with regard to modifying or initiating programs or projects. The incumbent makes suggestions for possible alternatives or options management may consider before initiating new projects.
  • Assists the Division Director and Deputy Division Director in the oversight of the Committee of Visitor processes, statistical reporting and program activities.
  • Support and provide ongoing outreach activities and partnership for research societies and universities.
  • Assists the Division Director and Deputy Division Director in preparing materials research news articles for Newsletter.
  • Draws on knowledge of program portfolios and results to assist in the merit review and award oversight processes and as needed.

Qualifications

Candidates must have a Ph.D. in a STEM related field; OR a Master’s degree in a STEM related field plus after award of the degree, two or more years of successful research, research administration, and/or managerial experience pertinent to the position.

Expertise in preparing analytical, comparative and statistical reports, the ability to work with web based informational systems, effective project management skills and excellent communicator (orally/written) are highly desired for this position.

This position is outside the competitive civil service.
