As Staff Associate for Strategic Communications in SBE/OAD this position is responsible for:

  • Works with the Assistant Director, Deputy Assistant Director, Senior Management of SBE to develop and implement strategic communications plans for internal and external communities. The incumbent helps SBE Senior Management identify and conceptualize ideas and materials needed to ensure that goals and messages regarding SBE objectives and initiatives are conveyed to interested parties.
  • Develops a variety of oral, written and on-line materials concerning SBE activities and initiatives.  This includes the compilation, research, development, assembly and formatting of information for use by the SBE leadership during meetings or public appearances. Work products include speeches, articles, reports, presentations, remarks, video and audio scripts, posters, brochures, newsletters, social media messages, and editorials, all of which may target specific, different audiences.   The incumbent reviews the organization, length, and tone of materials, edits documents to improve clarity, formatting and grammar, and assists with design and graphics.
  • Works with SBE Senior Leadership to design effective communication strategies. The incumbent develops program plans and budgets for SBE communications initiatives and works to realize the broadest possible distribution of effective communications materials to supervisors, managers, employees, the extramural scientific and technical community, members of the public, and other interested parties.
  • Develops and executes strategies and processes to expand and refresh communications products for dissemination through all feasible means of electronic communications.  The incumbent evaluates the relative success of SBE’s communication activities and advises the Assistant Director and Senior Management about how to improve the effectiveness of its communicative efforts.
  • Coordinates with all pertinent functional groups to include SBE staff, including SBE’s Communications Team, OLPA, and other NSF Directorates. S/he develops relationships and partnerships necessary to ensure effective communication about SBE’s activities and value. The incumbent establishes rapport with continuously changing stakeholders and associates, including, but not limited to, relevant professional societies, scientific organizations, industry representatives and public and private institutions of higher education. 
  • Utilizes contemporary communication, content development, and content distribution computer technologies and techniques to produce measurably successful communication outcomes.  The incumbent has content oversight of the SBE Internet home and associated outlets. This oversight includes the design and maintenance of the website to support mission strategies and goals relative. Working with the Assistant Director and SBE Senior Leadership, the incumbent develops content for the website and associated venues and monitors effectiveness and impact.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the Federal Service. Examples of specialized experience include: developing communication strategies and products for an organization; writing and editing press releases, articles and other written communication materials concerning subjects related to the social, behavioral and/or economic sciences; organization's programs; writing and editing speeches and talking points for public events, press conferences and other such appearances; providing authoritative advice to senior management for improving the delivery of program information; and experience using the Internet, social media, and/or web pages to communicate information to the public and media.

In addition to meeting the minimum qualification requirements described above, all candidates must meet the following selective factor. Candidates who do not show that they meet the selective factor will no longer receive consideration for the position.

Selective Factor: Experience with a science organization developing and implementing integrated communication strategies to promote research about social, behavioral, and economic sciences to a variety of audiences and stakeholders.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
